Case #7: Request for Site Plan Review; Case of Lyndale Terminal Company

Case #9:

Adopt Ordinance to Rezone Certain Property from B-1 Business to B-2
Business; Case of RF Development and Lyndale Terminal Company

Community Development Director Frolik stated that Lyndale Terminal Company has submitted
a site plan for the development of a 5,199 square foot convenience store that will include a car
wash and gasoline service. The site is generally located at the intersection of T.H. #47 and
Xkimo Street. Lyndale Terminal Company is proposing a 24-hour convenience store with a car
wash and gasoline service. The proposed building exceeds the required front, rear, and side yard
setbacks established in the Business District. City Code requires a 20-foot green space area
adjacent to all public streets. City Code restricts lot coverage to 35 percent of the lot area; the
site plan is proposing an 8.5 percent lot coverage. In accordance with City Code, all driveways,
off-street parking, and maneuvering areas are proposed to be surfaced with bituminous pavement
and finished with B-6/12 concrete curbing. City Code requires a minimum of 26 parking spaces
for the facility and 33 are proposed. City Code specifies that exterior wall finishes shall consist
of natural or prefabricated brick or stone or pre-cast concrete panels or some other material
approved by City Council. The building exteriors are proposed to be a combination of brick and
integrally treated rock faced concrete masonry units, stucco and Spectra-Glaze II block. The
proposed materials comply with City Code. An eight foot bituminous pedestrian trail will be
constructed parallel to T.H. #47 and a five foot concrete walkway currently exists along Xkimo
Street. The Landscaping Plan meets City standards provided that the proposed Norway Maple be
replaced with a species that is recommended in the City of Ramsey. Norway Maples are not a
species that survives well in the City of Ramsey soils. The applicant will need to obtain
MnDOT's approval for any plantings located in the T.H. #47 right-of-way. The site will derive
two access points from Xkimo Street. MnDOT submitted a letter of comment in regard to the
proposed accesses and drainage on the subject property. MnDOT is suggesting that the access
closest to T.H. #47 be at least 300 feet from the intersection. As an alternative, the City Engineer
is requiring that the existing center median along Xkimo Street be extended to ensure that the
access closest to T.H. #47 provides only ingress movement. The City Engineer is requesting that
the westerly curb of this proposed access be extended westerly in order to provide for a greater
buffer between pedestrians and vehicles. The proposed grading and drainage plans are subject to
review and approval of the Lower Rum River Water Management Organization and MnDOT.
The applicant is also responsible for obtaining any other permits required by other regulatory
agencies. The Board of Adjustment approved a variance request by Lyndale Terminal Company
to the 20-foot green-space requirement along T.H. #47 on December 5, 2000. The Planning
Commission recommended that the City Council deny the rezoning request from B-1 to B-2
Business and proposed site plan for a Holiday gas station at their December 5, 2000 meeting.
The City Council met on December 12, 2000, and introduced an ordinance amendment to change
the existing B-1 Business zoning to B-2 Business which will allow gasoline sales. The City
Council also approved the final plat for Holiday Acres. The City Council sent the site plan back
to the Planning Commission for their review and recommendation. The Planning Commission
met on January 2, 2001, to review the proposed site plan for a Holiday gas station. The site plan
was not subject to a public hearing, however, the Planning Commission heard from one resident

City Council/January 9, 2001
