employee who experienced the same type of behavior from certain Councilmembers and the <br />same citizen group, some may say this letter is about sour grapes. I am writing today, not as a <br />former employee, but as a citizen of Ramsey. The concept of transition "zoning" has been a <br />point of discussion for some time in the City and it really came to the forefront with a charter <br />amendment that was approved in a special election. This change was made by fewer than 4% of <br />the registered voters, hardly a mandate as some Councilmembers have stated. If people were <br />provided with factual information rather than alarmist examples they may react in a solution- <br />orientated manner rather than oppose something based on fear. An ordinance was recently <br />drafted and processed through the Planning Commission and City Council. At the Council level, <br />the motion to amend the zoning ordinance failed 3-2. Mr. Terry Hendriksen was on the losing <br />end of the motion and he doesn't like to lose. Mr. Hendriksen asked that the City Attorney be <br />authorized to review a petition for a charter amendment if one were submitted for consideration. <br />He undoubtedly asked the question because he has learned that the language he drafted and that <br />was passed is, in the opinion of legal experts in a position to know, not constitutional. At the <br />Council meeting on December 19, 2000, Mr. Hendriksen asked that the ordinance be added to <br />the agenda for reconsideration and following another failed vote he produced a resolution that <br />was new information to at least two of the other voting members. Mr. Goodrich said th~at <br />Hendriksen had consulted with him on the resolution but Mr. Goodrich had not review--/- <br />Goodrich stated he did not believe that the process outlined by Mr. Hendriksen5-''j <br />adopt an ordinance.
