Councilmember Hendriksen inquired if there was any movement to take local rezoning control <br />out of the equation because Mr. Mondale stated that the problem or difficulty with creating <br />affordable housing is that it required a four-fifths vote. <br /> <br />Mayor Gamec replied that some legislation is going to be proposed regarding that issue. He <br />stated that the question was whether it would apply to all types of zonings or only certain <br />zonings; as of right now, nothing has been presented. <br /> <br />Councilmember Hendriksen inquired if there is a consensus of the Committee regarding the <br />issue. <br /> <br />Mayor Gamec replied that the opinion was mixed. The one thing they looked at was how local <br />cities are going to handle the problem. The overall consensus was that they would be in favor of <br />such legislation that a rezoning would require a majority vote, not a four-fifths vote. <br /> <br />Councilmember Hendriksen stated that he was curious about the issue because the City currently <br />has a divided Council and he was wondering where the Mayor was on the issue and if he was <br />representing the City of Ramsey during the study. <br /> <br />Mayor Gamec replied that he was not taking a stand on the view of the City, but he did agree <br />with the super majority on all housing matters. <br /> <br />Councihnember Zimmerman stated that when any community takes on low income housing in <br />addition to the additional costs of supporting that type of housing, there are additional costs with <br />tax increment financing which the local homes would haVe to pick up, e.g. the cost for schools, <br />roads, etc. <br /> <br />Councihnember Hendriksen stated that the way ACCAP proposed their project they would be in <br />a TIF district and they would realize all of the benefits and the City would realize none. When <br />the City enters into an agreement similar to the ACCAP proposal, they pay nothing to the <br />operation of the City and the additional costs are spread throughout the City. <br /> <br />Councilmember Zimmerman stated that affordable housing groups are always looking at local <br />government to solve the problem, but they need to shift some of the blame onto companies that <br />need to supply a livable wage. <br /> <br />ADJORNMENT <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adjourn <br />the meeting. <br /> <br />Motion can'ied. <br /> <br />The continuance meeting of the City Council adjourned at 7:50 p.m. <br /> <br />City Council/January 16, 2001 <br /> Page 8 of 9 <br /> <br /> <br />
