Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Anderson,
and Hendriksen. Voting No: None.

The public hearing closed at 7:59 p.m.

Council Business

Mayor Gamec called the regular City Council meeting back to order at 7:59 p.m.

Councilmember Zimmerman inquired as to how optimistic staff was that the ten new jobs will be
created in the next two years.

Economic Development Consultant Mulrooney replied that the company will be committing to
that number and if they do not achieve that goal then the assistance they receive has to be repaid
to the City.

Councilmember Zimmerman inquired if the City has researched whether or not other businesses
have complied with their commitments.

City Administrator Norman replied that the recently hired TIF Specialist has begun to review
that information and will be putting a report together.

Councilmember Zimmerman requested that the City Council receive a copy of the report when it
is completed.

Councihnember Anderson stated that she understands that the State has specified a minimum
wage that must be paid for jobs when TIF assistance is used.

Economic Development Consultant Mulrooney replied that the State has not mandated a
minimum wage requirement, but as a goal they would like to see a job in the $10.00 to $12.00
range.

Councilmember Anderson inquired if the $10.00 wage is out of sync with the economy.

Economic Development Consultant Mulrooney replied that is something the City Council may
want to consider. He explained that the wage depends on the type of industry that the City may
be negotiating with and requested direction from Council as to what type of industry they would
like to see coining into the City.

City Administrator Norman suggested adding that topic to the EDA Agenda.

City Council/January 23, 2001
