Mayor Gamec replied that the Council has already looked at several alternatives and made the <br />decision to move forward with the current project. <br /> <br />Mr. Holasek inquired if awarding of the contract was contingent upon the City obtaining the <br />proper easements. <br /> <br />Mayor Gamec replied that he would assume that it was. <br /> <br />Mr. Holasek stated that the City will not have possession of the land until April. <br /> <br />Mayor Gamec replied that the City Attorney always verifies that the City has the proper right of <br />way and easements before they go ahead with any project. <br /> <br />Mr. Holasek inquired if the Council would be willing to come out and view the property and <br />place the issue on the next Council agenda. <br /> <br />Mayor Gamec replied that any Councilmember would be willing to come out and view the site. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to table <br />discussions until February 13, 2001. <br /> <br />Further discussion: Councilmember Anderson stated that she would like staff to research what <br />alternatives the Council would have at this stage in the process and questioned if it would be <br />possible to phase the project because it does establish some very substantial burdens on those <br />people. City Attorney Goodrich recommended that the Council direct staff to prepare other <br />financing alternatives. Mayor Gamec noted that if they change the construction process then the <br />project has to be re-bid. Councilmember Zimmerman stated that the Council has been criticized <br />for not having the system in place because it prevents people from utilizing their entire property <br />and he would not vote in favor of redoing the project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmem~an. Voting No: None. <br /> <br />Earnest Miller, 6159 Highway #10, Ramsey, Deals on Wheels, stated that the project will hurt <br />his investment substantially because he does not have much land to begin with. <br /> <br />Mayor Gamec replied that the Council has to look at the City overall and the Highway #10 <br />corridor is an area that will be commercial and will probably include lots being combined.
