Presentation <br /> <br />City Administrator Norman stated that the Quad Cities Cable Communications Commission has <br />completed their work on a formal ordinance, which will renew the franchise with AT&T <br />Broadband to serve the City of Ramsey. This ordinance is in response to the Commission's <br />December 20, 1999 Request for Renewal Proposal, issued on behalf of Andover, Anoka, <br />Champlin, and Ramsey. This renewed franchise ordinance will serve the member cities, upgrade <br />the City's cable communications system to 870 MHz capacity, expand channel offerings, deploy <br />two-way high speed cable modem service, reinvigorate the Institutional Network and enhance <br />support for the community based and managed public, educational and government (PEG) access <br />programming enterprise-QCTV, all in the manner responsive to the community needs as assessed <br />by the Cable Commission. Terry O'Connell, the Quad Cities Cable Communications <br />Commission Franchise Administrator, met with the City Council to discuss the proposed <br />ordinance during the City Council meeting of December 12, 2000. The Quad Cities Cable <br />Communications Commission has gone through a significant amount of work to bring about this <br />agreement. Councihnember Hendriksen has served on the Cable Commission for the past two <br />years and bas worked closely with the development of the terms and conditions of the document. <br />Staff recommended introduction of the Cable Television Franchise Agreement. <br /> <br />Citizen luput <br /> <br />There was none. <br /> <br />Motion to by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to close <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />The public hearing closed at 7:51 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:51 p.m. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to introduce <br />an ordinance renewing the franchise with the Quad Cities Cable Communications Commission <br />Cable Television Franchise. <br /> <br />Motion carried.
