pretty stupid submitting several Comprehensive Plans that the Council knows they are not <br />getting four votes on. Councilmember Zimmerman suggested having a work session to review <br />the concerns and get them addressed. Councilmember Hendriksen stated that he thinks that there <br />is a compromise to be achieved for all five of the Councihnembers to agree on and meet the Met <br />Council demands, but he feels that the City Administrator is moving them further away from <br />that. He stated that he does not know if the City Administrator is doing that on his own or if it is <br />three of the Councilmembers, but it is creating a lot of distention amongst the Council. City <br />Administrator Norman replied that the Comprehensive Plan was submitted to the Council last <br />year on a 3-2 vote, what is being sent down is what was negotiated by the Met Council and the <br />Council. Councihnember Hendriksen stated that the City is in trouble because of the map that <br />was sent to the Met Council indicating the location of the North Star Corridor station. <br />Councihnember Anderson replied that the location of the rail station is still negotiable and the <br />Council has always talked about the location being between Ramsey Boulevard and Armstrong <br />Boulevard. Councilmember Hendriksen stated that he might consider the commuter rail station <br />at Armstrong Boulevard as a compromise, but nothing east because it would eliminate the light <br />industrial area in the City. Mayor Gamec replied that is the reason that Cal Thorp is completing <br />their study. Councilmember Hendriksen stated that he would not vote for something that will put <br />townhomes and apartments in the industrial property that the City has been holding for years. <br />Mayor Gamec replied that there is no way they are going to put 150 acres of housing in that area. <br />Councihnember Zimmerman stated that he had talked to Natalie Haas Steffen and she had <br />indicated that the Cal Thorp grant was site specific for 150 acres. He had assumed that they <br />would be studying the entire site from Ramsey Boulevard to Armstrong Boulevard and suggested <br />that the City increase the funding so that the entire site can be studied. Councilmember <br />Hendriksen stated that the City has had requests for high density development in the vicinity of <br />Armstrong Boulevard, Highway #10, and the golf course, which he feels the station should be <br />positioned in that area and would be willing to support such a compromise. Councilmember <br />Zimmerman stated that he would not vote for any plan with 50 percent less industrial in the area <br />between Ramsey Boulevard and Armstrong Boulevard. Councilmember Anderson inquired if <br />Councilmember Zimmennan would feel the same if it was shown that commercial development <br />brought in as much tax revenue as light industrial. Councilmember Zimmerman replied that <br />anyone can show anything they want to with figures. Consensus was to schedule a work session <br />for February 20'~' at 6:30 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #12: <br /> <br />Iutroduce Ordinance to Establish Maintenance Requirements for Individual <br />Sewage Treatment Systems (ISTS) <br /> <br />City Administrator Norman stated that on June 27, 2000, the City Council adopted an ordinance <br />to alnend the septic system section of the City Code to require homeowners to assess <br />functionality of their systems at least every three years. A great deal of discussion has taken <br />place recently regarding the Individual Sewage Treatment Systems (ISTS) ordinance.
