Mot/on cmTied. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, and
Zimmerman. Voting No: Councilmember Hendriksen.

Case #15:

Approve the Bid from Govdocs.com to Provide Internet Access and Delivery
Service of the City's Public Documents to Citizens

City Administrator Norman stated that GovDocs.com is a company that offers an internet based
document access and delivery system for public agencies and their documents. Their service
allows intemet users the ability to have access to public documents that are of an interest to them.
GovDocs.com offers risers search capability, subscriptions to recun'ing documents, renewal
notices for licenses or permits, and notifications of changes to regulations or other documents.
GovDocs.com does not design web pages or sites. They simply use logos submitted to them l'or
the City's document access site and link to the City's own web site. Based on information
provided by staff, GovDocs.com was able to put together an estimate of the cost providing
document delivery service for the City of Ramsey. GovDocs.com proposes to assign an account
manager for ongoing maintenance and updates to the City. Phone support is available to City
staff during regular business hours and e-mail support is also available with a two hour response
time during regular business hours. The term of the contract would be 12 months and would
renew automatically for another consecutive 12 month period if no notice is given.

City Attorney Goodrich noted that the contract can be terminated with a 30 day written notice,
but there is a 15 percent charge for the remainder of the agreement.

Councihnember Hendriksen stated that after reviewing the contract he thinks it is very expensive
for what they are receiving and the contract costs would only be the tip of the ice berg. He stated
that he supports the concept, but would like to research other possibilities.

Motion by Councilmember Hendriksen seconded by Councilmember Zimmerman, to table action
and decline to enter into a contract with GovDocs.com.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Kurak. Voting No: None.

Case #16: Report from the Personnel Committee

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to ratify the
recommendations of the Personnel Committee for Cases 1 through 5.
1) Approve the inclusion of code enforcement duties in the Community Service Officer's job
description.
2) Authorize hiring Carey Schiferli for the position of regular part-time Community Service
Officer with an annualized salary of $27,186 or $13.07 per hour.

City Council/February 13, 2001
Page ~7 of 28
