CC Regular Session <br />Meeting Date: 09/22/2020 <br />By: Diana Lund, Finance <br />Information <br />6. 1. <br />Title: <br />Adopt Resolution #20-201 Adopting Assessments for Past -Due Charges on Municipal Utility Bills and Current <br />Services Rendered <br />Purpose/Background: <br />The City of Ramsey provides varying services that are billed directly to residents through <br />the municipal utility bill and through city invoices. The proposed assessment is made <br />pursuant to the authority granted to the Council by City Ordinance #94-13 and/or Minnesota <br />Statute 429.101 and Chapter 30, Sec 30-3 and Chapter 58 Sec 58-24 of the City Code. <br />This is the 22nd year that the City of Ramsey will be certifying delinquent payments as <br />assessments to be collected with property taxes payable in 2021. The total of delinquent <br />payments as of the writing of this case was $306,333.98 which includes penalties and <br />interest]. This amount is anticipated to change after collections through September 22, 2020 <br />are posted. The new amount will be the amount to be included in the attached resolution for <br />certification. Any payments received after September 22, 2020, and through November 15, <br />2020, will be indicated as "prepaid" when the list is transmitted to Anoka County for <br />certification. <br />Notification: <br />The Public Hearing was posted in the Anoka Union for two consecutive weeks prior to the meeting. <br />Observations/Alternatives: <br />Attached is the resolution certifying the delinquencies and the most current list of delinquent <br />accounts. The residents that are listed on the delinquency list have all been notified via letter <br />from the City. For those accounts where the former homeowner has moved out and left a <br />balance owing on their account, the City follows the policy that all delinquent bills follow the <br />property and not the person. <br />Funding Source: <br />Utility collections fund the respective utility accounts of water, sewer, street lighting, recycling and storm drainage. <br />Recommendation: <br />
