Voting <br />No: Mayor Gamec, and Councilmember Anderson. <br /> <br />Mayor Gamec recessed the regular City Council meeting at 8:53 p.m. <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 9:07 p.m. <br /> <br />Case #6: <br /> <br />Introduce Ordinance to Establish Maintenance Requirements for Individual <br />Sewage Treatment Systems (ISTS) <br /> <br />Principal Planner Trudgeon stated that on June 27, 2000, City Council adopted an ordinance to <br />amend the septic system section of the City Code to require homeowners to assess functionality <br />of their systems at least every three years. A great deal of discussion has taken place recently <br />regarding the Individual Sewage Treatment Systems (ISTS) ordinance. At a recent City Council <br />work session held on January 23, 2001, City staff was directed to develop an ordinance that more <br />closely resembles the language required by Metropolitan Council for communities within the <br />seven county area. Staff brought forward a draft ordinance at the February 13, 2001 City <br />Council meeting, for consideration. City Council instructed staff to add additional language that: <br />1) Clarifies what actions needed to be done every three years; 2) Allows for additional time to <br />correct a non-compliant system during the winter months; 3) Creates a Ramsey Resident Septic <br />Inspection Education System; and 4) Instructs staff to work with residents in securing financial <br />assistance in instances where financial hardship is caused by complying with the ISTS <br />regulations. <br /> <br />Councilmember Kurak expressed concern in regard to the self-inspection. She inquired if the <br />ordinance indicates what type of form the resident will be required to file with the City. <br /> <br />City Attorney Goodrich explained that a resident would file a pumping report or inspection <br />report that would be prepared by the City. <br /> <br />Councilmember Kurak questioned how the City can be sure that when a resident completes an <br />inspection that they will file an accurate report. <br /> <br />City Attorney Goodrich noted that the ordinance does require that the City Building Official to <br />review the reports. <br /> <br />City Council/February 27, 2001 <br /> Page 15 of 23 <br /> <br /> <br />
