pt:opic to build a small start up business out of their house in certain instances, which would be a
thirly decent incubator. He stated there are several facets of business growth, such as start up,
growth, survival, and expansion, and a lot of small businesses are looking for something just
~.~ I't(,4: the start up stage.

ivlcmbcr Kiel-'er explained he sees the incubator as a stepping stone. Someone may start out at
house and as the business grows may want more of a professional look. The business could
move into an incubator and continue to grow into a different building. The only incubator
f:acility hc is aware of is Denny Sharp's project on the comer of Sunfish Lake Boulevard and
13unker I',ake Bonlevard.

ivlcm bet Gromberg suggested another option to competing with the private sector would be a
partnership with the private sector. Member Kiefer stated the EDA would need to be the catalyst
to get that going.

!';conom ic Dcvelopment/TIF Specialist Sullivan asked if the EDA would like staff to research
examples of other cities that have done something along the lines of this discussion. He
c×plai r-x~ct there will be further discussion about the possible creation of another industrial park in
linc l'uture. Member Kiefer stated it would be great to look at what other communities have done
and tabulate what has been successful. He would like to look at examples of cities facilitating
I. hc process or cities partnering with the private sector to facilitate that type of development.

i?iconom i c Development Consultant Mulrooney stated he would take exception to the comment
dmt Ramscy does not have space for start up businesses. A business can go from the cradle to
Ihll maturity in Ramsey. Dennis Sharp has space in the building off of Bunker Lake Boulevard
where space as low as a couple hundred square feet can be rented. He also has a mid range
buildiug that has space in the 2,500 to 5,000 square foot range, and another facility where space
can be leased fi:om 25,000 to 50,000 square feet. Member Kiefer stated Denny Sharp's property
is thc ~miy space he is aware of fbr this type of niche. The EDA should look at facilitating more
~)1~ that type of thing. They need to attract businesses to Ramsey, and the way to start that may be
i,o get them in the door as a start up company and grow them from there.

Economic Dcvelopment/TIF Specialist Sullivan indicated he does not mind researching this so
ibc }51)/\ is ready to act when the time comes, but he does not know if it needs to be addressed
m)w. Member Kiefer commented it would be better to start planning this than to scramble and
make ~p at,er the fact.

Member t';lvig stated in regards to the phone call received by Economic Development/TIF
Y;pccialist Sullivan, there is a fine balance of continuing the redevelopment and making
opportunities available. This could be part of the consideration of what goes back after the City
acquires a property. Looking at the use of the land might be a good way to look at it.

l,,comm~ it: Development/TIF Specialist Sullivan indicated there has been small lot development
within thc industrial parks and with the metal buildings the City has purchased. However, there
arc n{~t sites available in the one to two acre size. Many times Ramsey ends up' losing those

Economic Development Authority/April 13, 2005
Page 3 of 7
