He explained the applicant is proposing to operate the outdoor <br />paintball field during daylight hours of 12:00 p.m. to dusk, Monday through Sunday. The <br />applicant is estimating that no more than 20 customers per day, Monday thru Friday, would <br />utilize the outdoor playing field. On weekends, the applicant is anticipating anywhere from 25 to <br />75 customers utilizing the outdoor playing field. The Planning Commission conducted a public <br />hearing and reviewed the request for an interim use permit on April 21, 2005. There was no <br />public input at the public hearing. <br /> <br />Community Development Director Trudgeon advised outdoor commercial recreation uses are not <br />~_~ permitted use in the E-2 Employment District. Additionally, the 200'1 Comprehensive Plan <br />categorizes this property as Places to Work. Staff and the Planning Commission do not feel that <br />the proposed use is appropriate for an industrial park site and therefore are recommending denial <br />of the request for an interim use permit. <br /> <br />l)ave P, cdnarczyk, President of FSL Paintball Arena, stated paintball is one of the fastest growing <br />sports, ~md the City of Ramsey is one of the favorite destinations. They have found in the last <br />two years that in the summer the players would really prefer to be outside instead of inside. They <br />have discussed setting up a playing area in the space behind the building with the owner of the <br />building. The space is used for vehicle storage and some earth moving is being done, but it is <br />basically a space that is surrounded by commercial property, and there are no residents that <br />would be affected. <br /> <br />Mayor Gamcc inquired who operates the paintball arena on Highway 10 west of Armstrong <br />I~oulevarcl. <br /> <br />Mr. 13ednarczyk replied his competitors run that arena, and he is not sure of their overall plans. <br /> <br />Mayor Gamec stated the building FSL Paintball is currently in is a brand new building. The City <br />Ires :~truggled to clean up that particular area, and they have a problem in allowing something like <br />pai~tball outside with the paint. Mr. Bednarczyk's facility has done an,excellent jpb, but he does <br />not think to go outside in this area with the-paintball would work well with the way they have <br />worked to improve this area. <br /> <br />Mr. Bednarczyk stated the only paintball facility that offers indoor and outdoor use at the same <br />location is in Milwaukee. Based on the traffic he gets now, if they could offer the use at the same <br />t:ktcility it could be explosive, and they could attract people from far and wide. <br /> <br />Mayor Gamec stated he agrees, but he does not think the outside use would fit in this area. <br /> <br />Councilmember Elvig concreted. He stated he is in favor of giving advantages to the local <br />businesses, but the City has done a lot in this area, not only in time and effort, but with a lot of <br />money as well. This would be a non-conforming use, and he cannot imagine that there would not <br /> complaints fi'om the neighboring businesses.
