INTRODUCTION <br /> <br />The City received a petition for various utility and street improvements on September I5, <br />2004. A copy of this petition is included in Appendix A. This petition was considered by <br />I:he City Public Works Committee on September 21, 2004, and was forwarded to the City <br />council with a recommendation that a feasibility study be prepared. This recommendation <br />was ratified by the City Council at the October 12, 2004 meeting. <br /> <br />The section of Ebony Street between 137th Avenue and Riverdale Drive is illustrated in <br />Figure 1, along with the properties which front on this segment. The owners of these nine <br />properties are identified in Appendix B. Three of these property owners (representing <br />four o f these properties) have petitioned for these improvements pr/madly for the purpose <br />of rnaking the sewer and water utilities available which will allow them to more <br />intensively develop, their properties, There are several improvements which should be <br />undertaken in conjunction with the extension of sewer and water. The current condition <br />of Ebony Street .is poor and would soon require a bituminous overlay Of the existing <br />pavement or a complete reconstruction. Second, the width of Ebony Street is 40 feet <br />which is excessive considering the fact that it is neither a collector nor arterial street. The <br />street has a bituminous berm curb in a neighborhgod where all of the surrounding street <br />have concrete curb and gutter. Finally it would be desirable to Iccp the watermain <br />between 137th Avenue and Riverdale Drive to provide increased system flexibility and <br />improved fire flow capabilities. <br /> <br />This report will identify the current conditions and along with the proposed <br />improvements and the associated costs. Finally this report will outline the proposed <br />method of financing for each element of the improvements. " <br /> <br />EXISTING CONDITIONS <br /> <br />'Phis segment of Ebony Street was constructed in 1976 to a width of 38 feet. Thc <br />pavement is believed to consist of two inches of wear course bituminous on top of four <br />inches of class 5. The street has a bituminous berm curb. The curb and pavement are in <br />generally poor condition due to age. ' <br /> <br />City sewer and water are presently located in both Riverdale Drive and in 137~ Avenue. <br />Sewer and water mains have been stubbed such that they may be extended northward <br />from 137th Avenue and southward from Riverdale Drive down Ebony Street. Parcels A, <br />B, and C are currently occupied by a self storage facili.ty which is serviced with · <br />municipal sewer and water from a connection onto R_iverdale Drive. The Superbowl <br />(Parcel F) is connected to municipal sewer and water from a connection onto Riverdale <br />drive. Parcel l is connected to municipal sewer and water through 'a connection onto 137 <br />Avenue. Parcel E is not connected to municipal utilities, but has two service laterals for <br />each utility stubbed to the property line off of 137m Avenue. (This lot is large .enough to <br />be divided into two or possibly three lots ~,ith municipal services.) <br /> <br />-1- . -273- <br /> <br /> <br />
