CASE

CONSIDER ACCEPTING DONATION FROM LIONS CLUB FOR A BUILDING
IN CENTRAL PARK
By: Leonard Linton, Civil Engineer II

Background:

Thc Ramscy Lions Club has made two presentations to the Park and Recreation Commission
regarding replacing the concession stand in Central Park. The existing concession stand floor is
slightly below the adjacent grade and water collects on the floor during and after rain events.
Thc building is too small to serve the needs of the annual community picnic.

The Lions have accumulated money from their fund raising activities and would like to apply
the lhnds to replacing the concession stand. They have prepared preliminary drawings for the
replacement building using the resources of their club member&. The packet from their
presentation is attached and includes a proposed budget.

They have approximately 75% of the money saved up at this time, however the laws governing
their £undraising activities require that the money be moved off their books before June 30,
2005 or they will incur taxes and penalties. They cannot specify the intended use in their
bcqt~est to the City, however they would like to see the funds used for replacing the concession
stand. They have indicated that the remainder of the money should be available later this year
and they intend to donate the full amount for the building replacement to the city.

Thc project will need some additional structural engineering work prior to bidding. The project
would be administered through the city. There are contractors in the club that would like to bid
oa the project. The contract package could be tailored so that smaller contractors can bid on
portions of the work.

The Park and Recreation commission passed a motion to recommend the City accept the
donation from the Lions Club and continue to work with them to complete the replacement of
thc concession stand in Central Park.

Staff recommends accepting the donation and continuing to work with the Lions Club on
replacing the concession stand in Central Park.

Council Action:

Motion to accept the donation of funds from the Lions Club

Reviewed by:
Assistant Public Works Director/Principal City Engineer
f:immcc Director
City Administrator
Pub l ic Works Director

CC: 5/24/05

-285-
