comact the townhouse association to request the temporary opening of the Argon Street gate, wlnich would be done in conjunction with the temporary closure of 142na Avenue east of Argon Street and the barricading of Barium Street north of CR 116, and further recommend that staff prepare and submit a public involvement process to Council for consideration. l'm'ther discussion: Councilmember Jeffrey noted two cars would not be able to get through this gate. Public Works Director Kapler replied there will have to be some modifications. C(mncilmember Elvig indicated this will have to be planned out carefully. The idea is not to fimnel people tlzrough here. He noted the school district should be notified about this, as the bus routes likely use 142~d Avenue heavily. Mayor Gamec commented this whole plan may need to change drastically when a light is installed. Councilmember Cook noted this will provide another access to the Mallard Ponds subdivision. There have been complaints all along on Argon Street about the traffic route, and this should eliminate that traffic running through the ncigt~borhood. Mayor Gamec indicated it should be considered that this will run City traffic through a private street. Councilmember Elvig replied there shouldbe no impetus to drive through this area. However, when Dysprosium Street is finished there 'Will 1}kely be a median that will prevent people from turning south onto Dysprosium Street from 140th Avenue. Another thing 1.o take into consideration is that there will be from 300 up to 1,100 cars per day going through these intersections. Councilmember Olson asked if the entrance to Mallard Ponds will be posted "Private Street ~ No through Traffic". Public Works Director Kapler replied he thinks that would be appropriate. He asked if the Council was would be comfortable in leaving that up to staff' to work with. The consensus of the Council was in the affirmative. Councilmember [~1 rig n{~ted if Argon Street is not opened up the City could be acquiring a couple of buildings to provide an access out of Mallard Ponds. The study will help bring the reality of the traffic cotmts. The key is 142~d Avenue and not funneling people through there. Motio~ carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. Corn mittee/Staff Input l;ublic Works Director Kapler reported the following information: StaIT received bids on the Public Works Campus. One bid was to re-side one of the maintenance shops, and the other was for the temporary office space. The low bid was to re-side the big building came in the lowest at $163,000. Activity should begin on this in July. Stal~'f received a request that the City identify the Trott Brook Greenway on both Highway 47 and County Road 5. The state is willing to put up a sign, but the county does not like the precedent this would set. Staff will be pursuing more formal ways to accomplish this. The state installed a temporary sign at the intersection of County Roads 27 and 47. The county has indicated the reconstruction ,of this intersection will result in more of a 90- degree angle.
