Case #6: <br /> <br />Request for Preliminary Plat Review for Ramsey Town Center 5th Addition <br />Case of City of Ramsey and Ramsey Town Center LLC <br /> <br />Community Development Director Trudgeon explained the City of Ramsey is proposing to re- <br />subdivide existing outlots of the Ramsey Town Center Addition in order to facilitate the <br />construction of the Ramsey.Municipal Center and a parking ramp. The plat will create two lots, <br />two outlots, and the right-of-way of Sapphire Street. Lot 1, which will contain the Ramsey <br />Municipal Center and the parking ramp will be 5.323 acres in size. Lot 2, which will be. <br />developed as liner retail along Sunwood Drive, will be 0.364 acres. Outlot A, which is the <br />possible location of a movie theater, is 2.203 acres in size. Outlot B, the'potential site for a <br />community/fitness center is approximately 4 acres. The First Amendment to the Master <br />Development Agreement identified the area contained in Outlots A and B as the "optibn <br />properties" that the City can acquire to assist in the future development of the properties. This <br />plat just creates them. as outlots to facilitate a future real'estate transaction. <br /> <br />Community Development Director Trudgeon explained Sappt~ire Street is being dedicated as a <br />60-foot public right-of-way. Sapphire Street will connect Sunwood Drive to Civic Center Drive <br />and is an important connection to the main entrance to the parking ramp. Sapphire Street will be <br />constructed as part of the Ramsey Municipal Center construction. He advised staff has reviewed <br />the layout of the lots in the plat and finds that they are in accordance with the approved site plans <br />of the Ramsey Municipal Center and the parking ramp. The Planning Commission met on April <br />7, 2005 and reviewed the plat. The Commission recommends approval of the preliminary plat. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt resolution #05- <br />04-111 approving the preliminary plat of Ramsey Town Center 5th Addition contingent upon <br />compliance with the City Staff Review Letter dated April 1, 2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat Review and Preliminary Site Plan of Ramsey <br />Town Center 6¢~ Addition Case of Ramsey Town Center LLC and D.R. <br />Horton Homes <br /> <br />Community Development Director Trudgeon indicated Ramsey Town Center LLC and D.R. <br />Horton Homes have submitted a preliminary plat and preliminary site plan that shows a total of <br />77 total housing units to be located in the Ramsey Town Center. The preliminary plat is <br />proposing to re-subdivide Outlots A and B, Ramsey Town Center 2~d Addition into-77 townhome <br />units and one outlot. A total .of 13.467 acres are contained within the proposed plat. <br />Approximately 5.688 acres will be used for the proposed townhome units and the public fight-of- <br />way for !46th Avenue. The newly created outlot will be 7.779 acres in size. He explained the <br />property is currently zoned Town Center 4b Neighborhood District (TC-4b). The TC-4b District <br />allows for residential uses at a net density of up to 15 units per acre. The preliminary plat shows <br />a net density of 13.71 units per net acre.
