Designated non-use area - shall mean that area south of a straight line <br />framing from east to west at the 16700 block, starting at the Rum River on the east and <br />running to thc City of Elk River border on the west. Within the non-use area, access to <br />lihn Crest Park and Central Park will be made and restricted to loading and unloading of <br />snowmobiles and ATV's in the parking lots only. A designated route from the parking lot <br />will be clearly posted to allow access to 167th Ave from Elm Crest Park. A designated <br />route l?om the parking lot of Central Park will be clearly posted to allow access to <br />Armstrong Blvd tbr direct northbound travel to the designated use area. <br /> <br /> Designated use area - shall mean the area north of a straight line running <br />Ii'om east to west at the 16700 block, starting at the Rum River on the east and running to <br /> City of Elk River border on the west. <br /> <br /> Mini-Bikes - shall mean small, two wheeled motorized devices designed <br />Im off-road operation. Mini-bikes may include miniature motorcycles and do not qualify <br />as a moped, motorcycle or an ATV. <br /> <br /> Go-Carts - shall mean a low, four-wheeled motorized device with an <br />opcm or closed frame designed and used for off-road operation. <br /> <br /> Go-Peds - shall mean gas or electric powered vehicles, including small <br />scooters (with or without seats), skateboards or powered inline skates. <br /> <br /> Mo-Peds - shall mean a motorized bicycle with working pedals. May be <br />opt:rated on roadways if registered and equipped with safety equipment. <br /> <br /> Off-highway Motorcycle (OHM) - shall mean vehicles traveling on two <br />wheels with a seat to be straddled by the operator with handlebars for steering control. <br />M~ty include some "dirt bikes". <br /> <br /> Operate - shall mean to ride in or on, and control the operation of a <br />rccr~:ational vehicle. <br /> <br /> Operator - shall mean every person who operates, or is in actual physical <br />control of a recreational vehicle. <br /> <br /> Person - shall mean an individual, partnership, corporation, the State and <br />ils agencies and subdivisions, and any body of persons, whether incorporated or not. <br /> <br /> Public Property - shall mean property that may be used for the entire <br />public, subject to reasonable regulation by a governmental body. Such property includes <br />(lily parks, City parking lots and public school parking lots and grounds. <br /> <br /> Recreational Vehicle - shall be used to describe all-terrain vehicles, <br />snowmobiles, off highway motorcycles, mini bikes, mo-peds, go-carts go-peds, <br />motorized bicycles and other motorized vehicles, that by their use, fit this definition. <br /> <br /> <br />
