However concrete curb and gutter could be <br />considered a new improvement since bituminous berm cubing is currently in place. <br />The remaining 50% of the street improvement are proposed to come from the City's <br />general fund, which relates to an amount of $24,200. <br /> <br />City staff recommended that the Committee recommend to City Council that it receive the <br />feasibility study, subject to any changes desired by the Committee, and set a date for a public <br />hearing on this project. <br /> <br />Councilmember Cook inquired if the road is due for an overlay. <br /> <br />City Engineer Jankowski explained that the road has been deferred from the street maintenance <br />program because they knew there was probably going to be a request for City sewer and water in <br />the near future. The road is currently in tough shape. <br /> <br />Chairperson Elvig inquired if staff is able to show that the road has been pulled from any past <br />road improvement projects. <br /> <br />City Engineer Jankowski explained that two years ago the road did receive a seal coat by <br />accident, but they were not assessed for that cost. Other than that no other projects have been <br />done on the road. <br /> <br />Councilmember Cook stated that if the City can show that the road is need of an overlay than he <br />could agree with the 50/50 cost split, but not if the overlay is not needed. <br /> <br />Councilmember Olson inquired as to how the road will be reduced in width. <br /> <br />City Engineer Jankowski explained that the road is currently 40 feet wide and will be reduced to <br />32 feet. The bituminous area removed will be returned to turf. <br /> <br />Councilmember Cook inquired if City staff has looked at the feasibility of constructing a sidewalk <br />on at least one side of the road and assess 50 percent of that cost. <br /> <br />Assistant Director of Public Works Olson replied that the idea of a sidewalk is a good <br />recommendation, but it would probably have to be paid for out of the City's trail fund. <br /> <br />Chairperson Elvig stated that whenever sewer and water is extended concrete curb and gutter <br />should be a standard requirement. <br /> <br />Councilmember Olson stated that she was in agreement with the 50/50 cost split on the street <br />improvements and the cost of the concrete curb and gutter. <br /> <br />Councilmember Cook stated that he was not sure that he agreed with the 50/50 cost split on the <br />concrete curb and gutter because this project is being done as a request by the property owners <br />and the concrete curb and gutter is a requirement for the extension of sewer and water. <br /> <br />Public Works Committee/January 18, 2005 <br /> Page 19 of 27 <br /> <br /> <br />
