message to the business owners in the City by encouraging them to come into the City and then <br />taking away their access. <br /> <br />Councilmember Olson stated that she was interested in knowing if MnDOT was willing to <br />conduct another traffic analysis that would include a pedestrian count during the spring months <br />when school is in session and park use is at its peak. <br /> <br />Chairperson Elvig inquired if City staff typically works with MnDOT on where the bell hoses <br />should be placed at an intersection. <br /> <br />City Engineer Jankowski explained that there have been three traffic studies conducted on the <br />intersection of 142nd Avenue and TH 47 since 1999 and there has always been some controversy <br />on how the traffic counts are collected. Before TH 47 was upgraded the City had a traffic <br />consultant analyze the intersection and they accounted for cut through traffic therefore it was their <br />analysis that one of the criteria for signalization would have been met. The study that was <br />conducted after the signalization of Xkimo Street showed that those traffic counts were lower. <br />Now the reality is that if people are having a difficult time turning at Xkimo they may be going <br />back down to 142nd Avenue as a potential faster way to access TH 47. <br /> <br />Councilmember Cook stated that for him the question needs to be would the Committee change <br />their opinion on a signalized intersection if the warrants were met. Just ix months ago the issue <br />was discussed and the Council did not feel that it made sense to add another light to TH 47 since <br />there are already significant delays. At this point he did not think that even if the warrants were <br />met that he could agree with signalizing the intersection. <br /> <br />City Engineer Jankowski noted that MnDOT has indicated that if a light was added at the <br />intersection and even if it was timed with the other lights it would still create a longer delay. <br /> <br />Councilmember Cook stated that the reality is that the best answer is to reroute T.H. 47 through <br />Anoka but that is out of their jurisdiction. <br /> <br />Mr. Hienrichs stated that the City needs to look at the quality of life over a potential increase in <br />traffic delays. <br /> <br />Councilmember Cook stated that he agrees with that, but he did not agree that signalizing the <br />intersection was the safest way to address the intersection. <br /> <br />Councilmember Olson stated that there is going to be a lot of changes taking place to the other <br />roads in the vicinity of this intersection over the next year and she thought it behooved them to <br />analyze how those changes will impact this intersection. <br /> <br />Councilmember Cook noted that the reality is that the State of Minnesota will do something with <br />the intersection whether they approve it or not. <br /> <br />Mr. Engstrom stated that he could review the historical counts on the intersection and see if there <br /> <br />Public Works Committee/January 18, 2005 <br /> Page 7 of 27 <br /> <br /> <br />
