Chairperson Elvig explained that the City is trying to increase the use to one of the City's largest
parks and one of the ways to do that might be by installing a pedestrian signal so that if someone
needs to cross the road they push the button on the signal and the lights turn red stopping traffic.
If there is no pedestrian traffic the light will always be green.

Mr. Engstrom stated that he personally was not against pedestrian signals, but would advise
against one being installed at an intersection because it can cause confusion for drivers. It is best
for pedestrian signals to be installed mid-block. MnDOT would have to have some further
discussions with the City regarding the issue.

Mr. Hienrichs inquired if a signalized intersection was installed would it include pedestrian
crosswalks as well.

Mr. Engstrom replied yes.

Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend to the City
Council that the City support the following changes:

· Construction of a northbound bypass lane at 157th Avenue,
· A free right turn lane added for eastbound CSAH 5 to southbound TH 47 which will
facilitate westbound Xkimo Street left turn lanes onto southbound TH 47
· The construction of a 3/4th access median at the intersection of TH 47 and 142nd Avenue

· The removal of the hump on TH 47 south of 167th Avenue
· Further study of a pedestrian signal being installed in the vicinity of 142nd Avenue and TH
47
· The removal of the existing crosswalk at 142nd Avenue and TH 47

Further discussion: Assistant Director of Public Works Olson stated that 180th Lane is the only
intersection that remains on TH 47 that does not have left turn lanes. It was his recommendation
that left and right turn lanes be constructed at 180th Lane as well as part of this project.

Motion was amended to include the recommendation that left and right turn lanes be constructed
at the intersection of 180th Lane and TH 47.

Motion carried.
