be prepared on August 10, 2004. Included in the Committee's packet is a copy of the feasibility <br />study, which has been prepared in accordance with the Council's directives. The feasibility study <br />proposes improvements that include grading and paving the roadway to a width of 32 feet with <br />the easternmost eight feet of this section being striped for use as a trail for pedestrian and non- <br />motorized traffic. In order to confine the widened roadway to the 45-foot right-of-way reserved <br />for the City, it will be necessary to install a bituminous berm curb along the western edge of the <br />pavement. This will also preserve the landscaped hedgerows of trees and shrubs, which would <br />otherwise need to be removed to accommodate a ditch section. The southern terminus of the <br />roadway shall be provided with a 70-foot diameter cul-de-sac, which is approximately 10 feet <br />wider than the existing dirt cul-de-sac. The total cost of the work is estimated to be $46,011. <br />The estimated cost of the trail is $7,863, which is to be financed through the City's trail fund. <br />The remaining costs are proposed to be financed in the amount of $19,075 from the City's general <br />fund and a similar amount to be financed through special assessments to the benefited property <br />owners. An estimated assessment of $6,358 would be incurred by each of the three property <br />owners. <br /> <br />Assistant Public Works Director Olson indicated the Marigold Ponds subdivision has come <br />forward with a sketch plan. This will affect the feasibility study, as the study was completed <br />assuming Marigold Ponds would not come forward at this time. He explained there is a piece of <br />property on the south side of the ditch that cannot be serviced with gravity sewer from River <br />Pines. In order for this property to be subdivided a gravity line would need to be provided from <br />the Marigold Ponds subdivision. He advised there is some benefit to keeping this road as dirt at <br />this time, as sewer and water brings about the question of curb and gutter as well. <br /> <br />City Engineer Jankowski advised in the event that the Marigold Ponds project materializes the <br />improvements described in this feasibility study may be altered to include sanitary sewer, <br />watermain storm sewer and concrete curb and gutter. In the event this happens the project costs <br />will need to be appropriately modified, however, it is proposed that the cost to the benefited <br />properties shall be held to those outlined in this report and the additional costs be financed <br />through other sources. The schedule proposed in the feasibility study anticipates the project being <br />ordered on July 12, 2005. In the event the sewer and water impacts have not been resolved by <br />this date, the Council would need to decide whether to order the project as outlined in the <br />feasibility study or modify the project schedule such that construction is initiated in May of 2006. <br /> <br />Councilmember Olson asked what the other resources for the additional costs would be. <br /> <br />Assistant Public Works Director Olson replied funds would come from the developer and water <br />and sewer trunk fees could be utilized. He explained if sewer and water is extended beyond the <br />borders of a plat the trunk fees generated from the developer to pay for that segment of pipe can <br />be utilized. He advised he would have a strong argument that sewer and water is put into <br />developments at all times, and when that is done curb and gutter is required to go in. The <br />residents that buy the houses pay for this curb and gutter. In his opinion, if sewer and water is put <br />in down this street, curb and gutter should be put in as well, otherwise the same rules are not <br />being applied to everyone. <br /> <br />Public Works Committee/March 15, 2005 <br /> Page 2 of 11 <br /> <br /> <br />
