Understanding and Approach <br /> Working with an Advisory Committee -- <br /> Because working with an Advisory Committee will be the central element in the <br /> process of communication and consensus building, it will be beneficial to follow <br /> — <br /> certain principles learned from similar experiences. <br /> 1. Understand the Roles of the Committee and the Consultant. Discuss <br /> how the Committee and the consultant should work together. <br /> 2. Build a Common Base of Knowledge. Both the Committee and the - <br /> consultant have to review and understand the prior work,and make sense of it. <br /> — <br /> The two can inform one another. <br /> 3. Provide Materials in Advance. The Committee should always have <br /> adequate time to review the written and graphic materials that will be <br /> .r <br /> discussed at each meeting,and they should make the effort to do so. <br /> 4. Be Courteous and Respectful in Discussions. A few people should not be <br /> allowed to dominate the discussion to the exclusion of others. <br /> 5. Encourage Questions and Debate. The Committee should question _ <br /> assumptions,probe the material and challenge the consultant. <br /> 6. Everyone Should Participate. Each member should speak at every <br /> meeting. Members should not be afraid to speak their minds. .- <br /> 7. Establish Ground Rules for Making Decisions. Whether the decision- <br /> making process is formal or informal,or both,it should be set forth and agreed <br /> upon. '- <br /> 8. Agree on a Schedule. There should be a written time schedule so that the _ <br /> Committee understands how the process is expected to work. The Committee <br /> should set firm meeting opening and adjourning times so that people are not <br /> discouraged by run-on meetings. Have an agenda for each meeting and try to — <br /> follow it. <br /> 9. Make Decisions and Move Forward. There should be an opportunity to — <br /> recap the prior meetings,but generally the process ought to proceed steadily _ <br /> forward if it ever is to conclude. <br /> 10. Be Emissaries for the Plan.
