Understanding and Approach -�- <br /> opportunities and challenges that are central to the future of the community("big <br /> picture")and devise implementation strategies that focus in their direction. There will be <br /> choices or options that the City can choose that may have extraordinary influence on the ..... <br /> direction and long-term growth of the City. The Council, staff and public should <br /> understand what these options are,as well as their potential benefits and impacts. <br /> To marry a strategic planning process and a more detailed comprehensive planning <br /> process,we are proposing the following elements be included in the plan: -- <br /> i <br /> 1. Analysis of Conditions: We will prepare enough background material so that <br /> decision-makers and the public can understand the issues and how they are <br /> interrelated. We will build upon existing data sources and information for each of the <br /> respective areas of the Plan. Some of the analysis from the 1996 plan may be <br /> amenable to reuse. The analysis could be bound separately from the plan chapters as <br /> most plan readers will not need to use it. <br /> 2. Identification of Issues: The several months of the process will focus on <br /> identifying the questions that should be debated and resolved during the plan <br /> formulation stage. Issues will be identified by exercises with the Advisory ., <br /> Committee(or Planning Commission)and Council, consultant observations,the <br /> public opinion survey and interviews. It is essential that the issues be written and <br /> categorized carefully,that the most important issues be highlighted and that <br /> extraneous issues be culled from the list. If you don't truly understand the problem, <br /> you can't arrive at the right solution. The issues are also used to determine the -- <br /> appropriate analysis or level of detail needed to examine and resolve issues. <br /> 41/ 1 <br /> We have put a significant effort into improving this aspect of our comprehensive .._. <br /> plans during the past ten years,because we have found that the issues are the base of <br /> the plan. <br /> 3. Summary of Findings and Issues: At the beginning of each plan element(such <br /> as land use),the major findings and issues from the analysis will be summarized to --- <br /> provide a link for the reader. <br /> 4. Objectives and Policies: For each plan element,there will be a few objectives that <br /> respond to the Concept Plan(or themes). Under each will be several policies or <br /> actions that will indicate clearly what or how the City or other agencies will achieve <br /> the objectives. These will be accompanied by maps,drawings and/or photos. <br /> 5. Implementation Program: At the end of each plan element,there will be a list of <br /> actions to implement that element. The major and strategic implementation items " — <br /> will be presented in an implementation chapter near the end of the plan document. <br /> This will not be a recitation of all the preceding items,but just the most important <br /> ones and those that bridge subjects. -- <br /> McCombs Frank Roos Team 6-14 City of Ramsey <br />
