Summary <br /> Doug Mensing, Ecologist <br /> Applied Ecological Services,Inc. <br /> Doug Mensing has 15 years of experience in the ecological assessment and resource <br /> management. His is skilled in using primary and secondary information sources to map <br /> and communicate a community's pattern of natural resources and to rank them in priority. <br /> He has worked with land use planners to apply that knowledge as a basis for land use <br /> plans and policies. A recent example of such collaboration is the Chisago City <br /> Comprehensive Plan. Doug expects to submit a separate proposal to conduct the natural -- <br /> resources assessment and would be available as part of our team to interpret and help <br /> apply those findings to the land use plan whether or not he performs the initial <br /> assessment. <br /> Recent Similar Comprehensive Plans <br /> We have completed plans within the past eight years for other rapidly growing cities <br /> including Maple Grove,Brooklyn Park and Eau Claire. Each of these cities has an <br /> mixed-use center and active peripheral development. Each plan addressed land use, -- <br /> transportation,historic preservation,natural resources,redevelopment,downtown <br /> revitalization,urban design,parks and utilities. Public participation and <br /> mlll /!f. � .l e. <br /> 4t, may/ - <br /> communication were,of course, important elements. <br /> The Eau Claire plan won the 2006 Distinguished Planning Award from the ` <br /> Wisconsin APA. <br /> Yam { <br /> ,- <br /> We have also understand semi-rural land use planning,having prepared 11 ` MUM <br /> county land use plans. We are presently working with Eureka Township in �p � , <br /> Dakota County. M4 <br /> Maple Grove Land Use Plan <br /> Comprehensive plans that have been reviewed by the Metropolitan Council <br /> include St.Anthony,Brooklyn Center,Brooklyn Park, Shakopee,Oakdale,Vadnais <br /> Heights,Hopkins,Minnetonka and Maple Grove. We are presently preparing a plan for <br /> the City of Hastings. <br /> Roadway Network Modeling <br /> Because Parsons Brinkerhoff will be updating the Anoka County transportation plan and <br /> model,they will be able to efficiently model land use scenarios in Ramsey.
