S. 3021-97 <br />(B) INTENDED USE PLANS. —Section 1452(b)(1) of the <br />Safe Drinking Water Act (42 U.S.C. 300j-12(b)(1)) shall <br />not apply to a supplemental intended use plan under para- <br />graph (2). <br />(C) STATE CONTRIBUTION. —For amounts authorized to <br />be appropriated under paragraph (1), the matching require- <br />ments in section 1452(e) of the Safe Drinking Water Act <br />(42 U.S.C. 300j-12(e)) shall not apply to any funds provided <br />to the Commonwealth of Puerto Rico under this section. <br />SEC. 2021. MONITORING FOR UNREGULATED CONTAMINANTS. <br />(a) IN GENERAL. —Section 1445 of the Safe Drinking Water <br />Act (42 U.S.C. 300j-4) is amended by adding at the end the fol- <br />lowing: <br />"(j) MONITORING BY CERTAIN SYSTEMS.— <br />"(1) IN GENERAL. —Notwithstanding subsection (a)(2)(A), the <br />Administrator shall, subject to the availability of appropriations <br />for such purpose — <br />"(A) require public water systems serving between <br />3,300 and 10,000 persons to monitor for unregulated <br />contaminants in accordance with this section; and <br />"(B) ensure that only a representative sample of public <br />water systems serving fewer than 3,300 persons are <br />required to monitor. <br />"(2) EFFECTIVE DATE. —Paragraph (1) shall take effect 3 <br />years after the date of enactment of this subsection. <br />"(3) LIMITATION. —Paragraph (1) shall take effect unless <br />the Administrator determines that there is not sufficient labora- <br />tory capacity to accommodate the analysis necessary to carry <br />out monitoring required under such paragraph. <br />"(4) LIMITATION ON ENFORCEMENT. —The Administrator <br />may not enforce a requirement to monitor pursuant to para- <br />graph (1) with respect to any public water system serving <br />fewer than 3,300 persons, including by subjecting such a public <br />water system to any civil penalty. <br />"(5) AUTHORIZATION OF APPROPRIATIONS. —There are <br />authorized to be appropriated $15,000,000 in each fiscal year <br />for which monitoring is required to be carried out under this <br />subsection for the Administrator to pay the reasonable cost <br />of such testing and laboratory analysis as are necessary to <br />carry out monitoring required under this subsection.". <br />(b) AUTHORIZATION OF APPROPRIATIONS. —Section 1445(a)(2)(H) <br />of the Safe Drinking Water Act (42 U.S.C. 300j-4(a)(2)(H)) is <br />amended by striking "1997 through 2003" and inserting "2019 <br />through 2021". <br />(c) INCLUSION IN DATA BASE. —Section 1445(g)(7) of the Safe <br />Drinking Water Act (42 U.S.C. 300j-4(g)(7)) is amended by— <br />(1) striking "and" at the end of subparagraph (B); <br />(2) redesignating subparagraph (C) as subparagraph (D); <br />and <br />(31 inserting after anhnarafl-ranh (Rl the fnllnwing <br />
