S. 3021-114 <br />(33 U.S.C. 1381 et seq.) or section 1452 of the Safe <br />Drinking Water Act (42 U.S.C. 300j-12).". <br />(4) AUTHORIZATION OF APPROPRIATIONS. —Section 5033 of <br />the Water Resources Reform and Development Act of 2014 <br />(33 U.S.C. 3912) is amended — <br />(A) in subsection (a)— <br />(i) by redesignating paragraphs (1) through (5) <br />as subparagraphs (A) through (E), respectively, and <br />indenting appropriately; <br />(ii) in the matter preceding subparagraph (A) (as <br />so redesignated), by striking "There is" and inserting <br />the following: <br />"(1) FISCAL YEARS 2015 THROUGH 2019.—There are"; and <br />(iii) by adding at the end the following: <br />"(2) FISCAL YEARS 2020 AND 2021.—There is authorized to <br />be appropriated to the Administrator to carry out this subtitle <br />$50,000,000 for each of fiscal years 2020 and 2021, to remain <br />available until expended."; and <br />(B) in subsection (b)— <br />(i) by striking "Of the funds" and inserting the <br />following: <br />"(1) FISCAL YEARS 2015 THROUGH 2019.—Of the funds"; and <br />(ii) by adding at the end the following: <br />"(2) FISCAL YEARS 2020 AND 2021.—Of the funds made avail- <br />able to carry out this subtitle, the Administrator may use <br />for the administration of this subtitle, including for the provi- <br />sion of technical assistance to aid project sponsors in obtaining <br />the necessary approvals for the project, not more than <br />$5,000,000 for each of fiscal years 2020 and 2021.". <br />(b) INNOVATIVE FINANCING FOR STATE LOAN FUNDS.— <br />(1) MAXIMUM FEDERAL INVOLVEMENT. —Section 5029(b)(9) <br />of the Water Resources Reform and Development Act of 2014 <br />(33 U.S.C. 3908(b)(9)) is amended by adding at the end the <br />following: <br />"(C) EXCEPTION FOR PROJECTS FUNDED BY A STATE <br />INFRASTRUCTURE FINANCING AUTHORITY. —Notwithstanding <br />subparagraph (A), a State infrastructure financing <br />authority may finance up to 100 percent of the costs of <br />a project using the proceeds of financial assistance author- <br />ized under section 5033(e), provided that, in the event <br />of a default with respect to any such assistance, the State <br />infrastructure financing authority is solely responsible for <br />immediate repayment of such costs.". <br />(2) PROGRAM ADMINISTRATION. —Section 5030 of the Water <br />Resources Reform and Development Act of 2014 (33 U.S.C. <br />3909) is amended — <br />(A) in subsection (b), by inserting after paragraph (1) <br />the following: <br />"(2) PROHIBITION ON PASS THROUGH FEES. —The Adminis- <br />trator, in the case where a State infrastructure financing <br />authority obtains financial assistance under section 5033(e), <br />chaff rannira ac a rnnrlitinn of nhtaininor cnrh accictanra that <br />
