S. 3021-117 <br />(b) REQUIREMENTS. —A flood prevention action plan developed <br />under subsection (a) shall— <br />(1) focus on the areas most likely to experience flooding <br />within the 2 years following the date of enactment of this <br />Act; <br />(2) include steps to manage and reduce flood risks within <br />the Snake River Basin; and <br />(3) include a description of the actions the Secretary and <br />the Commissioner of Reclamation plan to take to improve <br />coordination with local stakeholders to help manage and reduce <br />flood risks in the areas described in paragraph (1). <br />(c) SUBMISSION. —Not later than 180 days after the date of <br />enactment of this Act, after coordinating with local stakeholders, <br />the Commissioner of Reclamation shall submit to the Committee <br />on Environment and Public Works and the Committee on Energy <br />and Natural Resources of the Senate, and the Committee on <br />Transportation and Infrastructure and the Committee on Natural <br />Resources of the House of Representatives, the flood prevention <br />plans developed under subsection (a). <br />SEC. 4303. GAO AUDIT OF CONTRACTS AND TAINTER GATE REPAIRS <br />OF HARLAN COUNTY DAM. <br />(a) IN GENERAL. —Not later than 180 days after the date of <br />enactment of this Act, the Comptroller General of the United States <br />shall— <br />(1) conduct an audit of the extraordinary maintenance <br />repayment contracts No. 16XX630077 and No. 16XX630076 <br />between the United States and the Bostwick Division for repairs <br />to the Tainter gates and other features at Harlan County <br />Dam, including — <br />(A) an examination of whether— <br />(i) the Corps of Engineers should have designated <br />the Tainter gate rehabilitation as a "Dam Safety Modi- <br />fication", subject to the cost -sharing requirements <br />under section 1203 of the Water Resources Develop- <br />ment Act of 1986 (33 U.S.C. 467n), instead of an <br />"extraordinary maintenance project"; and <br />(ii) a more appropriate cost share should have <br />applied to the Bostwick Division; <br />(B) a review of— <br />(i) the amounts owed by the Bostwick Division <br />to the Bureau of Reclamation; and <br />(ii) any reimbursements owed by the Corps of Engi- <br />neers to the Bureau of Reclamation based on the actual <br />costs of the project after completion; and <br />(C) a review of project designations and cost -share <br />policies of the Bureau of Reclamation and other Federal <br />agencies for similar spillway gate repairs; and <br />(2) submit to Congress a report on the results of the audit <br />under paragraph (1). <br />(b) TREATMENT OF PAYMENTS. —Payments made after the date <br />of enactment of this Act by the Bostwick Division to the Bureau <br />of Ror��m,ifinn nnranr On r1narrihor1 in cni-tcor+inn (.m1(11 <br />
