S. 3021-127 <br />(4) the Treaty between the United States of America and <br />Mexico relating to the utilization of waters of the Colorado <br />and Tijuana Rivers and of the Rio Grande, and supplementary <br />protocol signed November 14, 1944, signed at Washington Feb- <br />ruary 3, 1944 (59 Stat. 1219); <br />(5) the Upper Colorado River Basin Compact as consented <br />to by the Act of April 6, 1949 (63 Stat. 31); <br />(6) the Act of April 11, 1956 (commonly known as the <br />"Colorado River Storage Project Act") (43 U.S.C. 620 et seq.); <br />(7) the Colorado River Basin Project Act (Public Law 90- <br />537; 82 Stat. 885); or <br />(8) any State of Wyoming or other State water law. <br />SEC. 4311. BLACKFEET WATER RIGHTS SETTLEMENT. <br />(a) BLACKFEET SETTLEMENT TRUST FUND. —Section 3716(e) of <br />the Water Infrastructure Improvements for the Nation Act (130 <br />Stat. 1835) is amended— <br />(1) in paragraph (2), by striking "appropriations," and all <br />that follows through the period at the end and inserting the <br />following: "appropriations, the following amounts shall be made <br />available to the Tribe for implementation of this subtitle: <br />"(A) 50 percent of the amounts in the Administration <br />and Energy Account. <br />"(B) 50 percent of the amounts in the OM&R Account. <br />"(C) 50 percent of the amounts in the St. Mary Account. <br />"(D) 50 percent of the amounts in the Blackfeet Water, <br />Storage, and Development Projects Account."; and <br />(2) by adding at the end the following: <br />"(3) AVAILABILITY. — <br />"(A) IN GENERAL. —Except as provided in subparagraph <br />(B), none of the funds deposited in the Trust Fund in <br />fiscal year 2018 shall be available for expenditure in accord- <br />ance with this subsection until the enforceability date. <br />"(B) EXCEPTION. —Notwithstanding subparagraph (A), <br />of the funds in the Administration and Energy Account, <br />$4,800,000 shall be available to the Tribe for the <br />implementation of this subtitle.". <br />(b) BLACKFEET WATER SETTLEMENT IMPLEMENTATION FUND. — <br />Section 3717(e) of the Water Infrastructure Improvements for the <br />Nation Act (130 Stat. 1837) is amended— <br />(1) by striking "Amounts in" and inserting the following: <br />"(1) IN GENERAL. —Amounts in"; and <br />(2) by adding at the end the following: <br />"(2) FUNDING FOR IMPLEMENTATION ACTIVITIES. —Notwith- <br />standing paragraph (1), the following amounts shall be avail- <br />able to the Secretary for the implementation of this subtitle: <br />"(A) 50 percent of the amounts in the MR&I System, <br />Irrigation, and Water Storage Account to carry out section <br />3711. <br />"(B) 50 percent of the amounts in the MR&I System, <br />Trrisratinn_ and Water Stnrac-e Accnnnt, to rarry not section <br />
