ASSISTANCE RELATING TO WATER SUPPLY. <br />The Secretary may provide assistance to municipalities the <br />water supply of which is adversely affected by construction carried <br />out by the Corps of Engineers. <br />SEC. 1115. PROPERTY ACQUISITION. <br />(a) IN GENERAL. —In acquiring an interest in land, or requiring <br />a non -Federal interest to acquire an interest in land, the Secretary <br />shall, in accordance with the Uniform Relocation Assistance and <br />Real Property Acquisition Policies Act of 1970, first consider the <br />minimum interest in real property necessary to support the water <br />resources development project for which such interest is acquired. <br />(b) DETERMINATION. —In determining an interest in land under <br />subsection (a), the Secretary shall first consider a temporary ease- <br />ment or other interest designed to reduce the overall cost of the <br />water resources development project for which such interest is <br />acquired, reduce the time to complete such project, and minimize <br />conflict with property owners related to such project. <br />(c) PROCEDURES USED IN STATE. —In carrying out subsection <br />(a), the Secretary shall consider, with respect to a State, the proce- <br />dures that the State uses to acquire, or require the acquisition <br />of, interests in land, to the extent that such procedures are generally <br />consistent with the goals of a project or action. <br />SEC. 1116. DREDGED MATERIAL MANAGEMENT PLANS. <br />(a) IN GENERAL. —For purposes of dredged material manage- <br />ment plans initiated after the date of enactment of this Act, the <br />Secretary shall expedite the dredged material management plan <br />process in order that such plans make maximum use of existing <br />information, studies, and innovative dredged material management <br />practices, and avoid any redundant information collection and <br />studies. <br />(b) REPORT. —Not later than 60 days after the date of enactment <br />of this Act, the Secretary shall submit to Congress a report on <br />how the Corps of Engineers intends to meet the requirements <br />of subsection (a). <br />SEC. 1117. INCLUSION OF PROJECT OR FACILITY IN CORPS OF ENGI- <br />NEERS WORKPLAN. <br />(a) IN GENERAL. —The Secretary shall, to the maximum extent <br />practicable, include in the future workplan of the Corps any author- <br />ized project or facility of the Corps of Engineers— <br />(1) that the Secretary has studied for disposition under <br />an existing authority, including by carrying out a disposition <br />study under section 216 of the Flood Control Act of 1970 (33 <br />U.S.C. 549a); and <br />(2) for which a final report by the Director of Civil Works <br />has been completed. <br />(b) NOTIFICATION TO COMMITTEES. —Upon completion of a final <br />report referred to in subsection (a), the Secretary shall transmit <br />a copy of the report to the Committee on Transportation and Infra- <br />structure of the House of Representatives and the Committee on <br />Environment and Public Works of the Senate. <br />
