CERTAIN LEVEE IMPROVEMENTS. <br />(a) IN GENERAL. —Notwithstanding section 211 of the Water <br />Resources Development Act of 2000 (31 U.S.C. 6505 note), the <br />Secretary, at the request of a local government, is authorized to <br />provide technical services, on a reimbursable basis, to the local <br />government to assess the reasons a federally constructed levee <br />owned or operated by the local government is not accredited by <br />the Federal Emergency Management Agency. <br />(b) FEDERAL LEVEES. —In carrying out this section, in a case <br />in which a levee owned and operated by the Secretary is hydrau- <br />lically tied to a levee described in subsection (a), the Secretary <br />is encouraged to cooperate, to the maximum extent practicable, <br />with the relevant local governmental entities in assessing the rea- <br />sons the levee described in subsection (a) is not accredited. <br />(c) LIMITATION. —Nothing in this section— <br />(1) affects the responsibilities of a local government to <br />operate and maintain its flood control infrastructure; or <br />(2) obligates the Secretary to expend additional Federal <br />resources on levees owned and operated by the Secretary. <br />SEC. 1124. COST -SHARE PAYMENT FOR CERTAIN PROJECTS. <br />The Secretary shall, subject to the availability of appropriations, <br />pay the outstanding balance of the Federal cost share for any <br />project carried out under section 593 of the Water Resources <br />Development Act of 1999 (113 Stat. 380). <br />SEC. 1125. LOCKS ON ALLEGHENY RIVER. <br />The Corps of Engineers may consider, in making funding deter- <br />minations with respect to the operation and maintenance of locks <br />on the Allegheny River— <br />(1) recreational boat traffic levels; and <br />(2) related economic benefits. <br />SEC. 1126. PURPOSE AND NEED. <br />(a) PURPOSE AND NEED STATEMENTS.— <br />(1) IN GENERAL. —Not later than 90 days after the date <br />of receipt of a complete application for a water storage project, <br />the District Engineer shall develop and provide to the applicant <br />a purpose and need statement that describes — <br />(A) whether the District Engineer concurs with the <br />assessment of the purpose of and need for the water storage <br />project proposed by the applicant; and <br />(B) in any case in which the District Engineer does <br />not concur as described in subparagraph (A), an assessment <br />by the District Engineer of the purpose of and need for <br />the project. <br />(2) EFFECT ON ENVIRONMENTAL IMPACT STATEMENTS. —No <br />environmental impact statement or environmental assessment <br />required under the National Environmental Policy Act of 1969 <br />(42 U.S.C. 4321 et seq.) shall substantially commence with <br />roc nor+ fn o xxr9+nr efnra rro nrni or+ iin+i1 +Iin ri o+o nn xxrl1i 0h <br />
