NORFOLK HARBOR AND CHANNELS, VIRGINIA. <br />(a) IN GENERAL. —The Secretary is authorized to further <br />improve the project for navigation, Norfolk Harbor and Channels, <br />Virginia, authorized by section 201 of the Water Resources Develop- <br />ment Act of 1986 (100 Stat. 4090), substantially in accordance <br />with the plans, and subject to the conditions, described in the <br />Report of the Chief of Engineers dated June 29, 2018. <br />(b) THIMBLE SHOAL CHANNEL WIDENING. —The Secretary may <br />carry out additional modifications to the project described in sub- <br />section (a) that are identified in the report titled "Report to Congress <br />on Future Water Resources Development" submitted to Congress <br />on February 5, 2018, pursuant to section 7001 of the Water <br />Resources Reform and Development Act of 2014 (33 U.S.C. 2282d). <br />(c) MAXIMUM AUTHORIZED COST. —Notwithstanding section <br />902(a)(2)(B) of the Water Resources Development Act of 1986 (33 <br />U.S.C. 2280(a)(2)(B)), the maximum authorized cost for the project <br />described in subsection (a) shall not be modified for the improve- <br />ments and modifications authorized by subsections (a) and (b). <br />TITLE II -DRINKING WATER SYSTEM <br />IMPROVEMENT <br />SEC. 2001. INDIAN RESERVATION DRINKING WATER PROGRAM. <br />(a) IN GENERAL. —Subject to the availability of appropriations, <br />the Administrator of the Environmental Protection Agency shall <br />carry out a program to implement— <br />(1) 10 eligible projects described in subsection (b) that <br />are within the Upper Missouri River Basin; and <br />(2) 10 eligible projects described in subsection (b) that <br />are within the Upper Rio Grande Basin. <br />(b) ELIGIBLE PROJECTS. —A project eligible to participate in <br />the program under subsection (a) is a project— <br />(1) that is on a reservation (as defined in section 3 of <br />the Indian Financing Act of 1974 (25 U.S.C. 1452)) that serves <br />a federally recognized Indian Tribe; and <br />(2) the purpose of which is to connect, expand, or repair <br />an existing public water system, as defined in section 1401(4) <br />of the Safe Drinking Water Act (42 U.S.C. 300f(4)), in order <br />to improve water quality, water pressure, or water services. <br />(c) REQUIREMENT. —In carrying out the program under sub- <br />section (a)(1), the Administrator of the Environmental Protection <br />Agency shall select not less than one eligible project for a reserva- <br />tion that serves more than one federally recognized Indian Tribe. <br />(d) AUTHORIZATION OF APPROPRIATIONS. —There is authorized <br />to be appropriated to carry out the program under subsection (a) <br />$20,000,000 for each of fiscal years 2019 through 2022. <br />SEC. 2002. CLEAN, SAFE, RELIABLE WATER INFRASTRUCTURE. <br />
