it is and he would not support eliminating the Central Planning section since it would not allow <br />the property owners in the northern area to realize their investment. Mayor Gamec stated the <br />Council is responsible for putting sewer and water into a residential home and there is no one <br />else to blame. He stated this is a good Plan but there may be changes made. Mayor Gamec <br />stated a lot of community meetings will be held with residents. Ms. Hunter suggested that it is <br />time for some Councilmembers to start taking the blame and responsibility for the decisions <br />being made and to stop blaming other government entities. She stated she has had it with the <br />bickering going on in the Council and emphasized that the art of compromise is needed. A <br />resident asked about the 4 in 40 and if they can overlay it in the future and plat it. Ms. Haas <br />Steffen stated they can. Councilmember Zimmerman stated other issues he has with the Plan is a <br />surface water program from south of the golf course to Ramsey Boulevard to address where the <br />surface water is going and who will pay for it, who will pay for the station, the extension of <br />Sunwood Drive, and many other issues that have not been addressed. Councilmember <br />Zimmerman stated these issues need to be worked out and several meetings have been held <br />where progress has been made. He stated this Plan could result in a big tax shift with higher <br />taxes to the residents. Jerry Bauer, 14681 Waco Street NW, Ramsey, stated developers usually <br />address the drainage through holding ponds. He stated the only person that used scare tactics is <br />Councilmember Hendriksen who said there was a 2-3 vote which appears to him that <br />Councilmembers Hendriksen and Zimmerman have already gotten together and decided it. <br />Councilmember Zimmerman noted that Mr. Bauer is upset that there was not a drainage system <br />to address that issue so it was put in and now the people from the other side are here tonight. <br />Councilmember Hendriksen stated a large portion of the area west of the proposed corridor for <br />County Road 116 is Bauers and it has been talked about changing it from industrial to residential <br />as he wants. Mr. Bauer stated he wants it addressed a piece at a time but noted that he can't sell <br />commercial property when the cities are giving it away. Councilmember Hendriksen noted the <br />City said they will designate a study area which means they don't have to rezone it. He stated he <br />would personally vote for the City to incur some debt to extend sewer and water to Bauer's <br />property and allow growth toward the industrial area but the market should determine that. He <br />noted they are demanding it be designated as mixed use and pretty soon plans for townhouses <br />and other things will be submitted and if not rezoned, the City will be taken to court. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson and Kurak. Voting No: <br />Councilmembers Hendriksen and Zimmerman. <br /> <br />City Administrator Norman noted the City Council has a self imposed adjournment time of 10:00 <br />p.m. and it is now 10:23 p.m. <br /> <br />City Attorney Goodrich asked the City Council to consider Case #12, Authorize the Sale of Lots <br />1 and 2, Block 1, Gatewood North Industrial Park No. 5, prior to adjournment. <br /> <br />The Council agreed with the request of City Attorney Goodrich. <br /> <br />City Council/March 13, 2001 <br /> Page 30 of 31 <br /> <br /> <br />
