City Administrator Norman stated that the Economic Development Authority met for their <br />regularly scheduled meeting on February 21, 2001, to review and discuss the proposed <br />Revolving Loan Fund Guidelines. <br /> <br />Councilmember Zimmerman inquired if the changes that were recommended by the EDA <br />included in the guidelines. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Anderson stated that one of the changes recommended by the EDA was that <br />items should go to the Finance department rather than the Community Development and those <br />changes were not made to the document. <br /> <br />City Administrator Norman requested that action be tabled. <br /> <br />Councilmember Hendriksen inquired as to who has control over the fund. <br /> <br />Councilmember Zimmerman replied the full City Council. <br /> <br />Councilmember Hendriksen noted that the guidelines say that the EDA shall approve, deny or <br />postpone a loan request. He inquired if the EDA approves a request would it be contingent upon <br />City Council approval. <br /> <br />City'Administrator Norman replied that EDA does not have that authority, but he will review the <br />wording. <br /> <br />Councilmember Zimmerman requested that the City Attorney review the document. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to table action <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: <br /> <br />Discussion Regarding QCTV's Interest in Relocating their Studios in the <br />City of Ramsey <br /> <br />Councilmember Hendriksen stated that he and Councilmember Kurak serve on the QCTV <br />Committee. Presently QCTV does not have a studio to work out of and with the franchise in <br />place with AT &T they now have the financial details for the next 15 years and, therefore, are <br />embarking on new facilities. Currently they are looking at a new building on East River Road, <br />but the price of property is very high and would not give them the space that they need for <br />everyone to be located in one location. If the City was interested in constructing a building or <br />participating somehow, QCTV would be better off and, therefore, so would the City.
