11 <br />The Public Works site requires more new raw and finished watermain than the Fire Station site, <br />but because it is on the site of the Public Works Building that is currently under construction, it <br />would not require a garage. Having multiple public works facilities on the same site also <br />increases Staff efficiency. The Public Works Site is already owned by the City and doesn't <br />require the purchase of private property. If a garage is not included with the water treatment <br />plant, the Public Works Site is the least expensive option, <br />The Vacant Properly Site doesn't have the advantages of either the Fire Station Site or the Public <br />Works site. It is in close proximity to the Public Works site, but doesn't offer the same <br />efficiencies. The Vacant Property site is the most expensive option, <br />The Public Works Site is the recommended location of the water treatment plant because it is the <br />least expensive option and offers efficiencies for Ramsey Staff_ <br />Impacts to Nearby Properties <br />The water treatment plant is proposed to be constructed on the new Public Works Site as shown <br />on Figure 'IA in Appendix F. The Public Works site is in an industrial area of Ramsey and will <br />already be used for a municipal public works building. Opposition from the neighboring <br />properties to a new water treatment plant is not anticipated. <br />Water treatment plants are quiet neighbors with relatively little traffic. A standby generator will <br />likely be part of the water treatment plant project, but it is proposed to be located inside the <br />building and will have sound attenuation. Sound complaints from neighbors are not anticipated. <br />The operators will visit the plant daily and chemical deliveries will likely be made approximately <br />once per week.
