<br /> <br />Motion by Councilmember Riley, seconded by Councilmember Menth to Adopt Resolution #20- <br />202 Approving the Proposed 2020, Payable 2021 Tax Levy and Schedule the City of Ramsey's <br />budget/levy Public Meeting on Tuesday, December 8, 2020 at 7:00 p.m. and Adopt Resolution <br />#20-203 Adopting Proposed 2021 General Fund Budget and Resolution #20-204 Adopting <br />Proposed 2021 EDA Budget. <br /> <br />Further discussion: Mayor LeTourneau asked staff to provide more details on how the levy is being <br />maintained with the City’s growth. Finance Director Lund provided additional explanation. <br />Mayor LeTourneau confirmed that the City is growing more than it is taxing. Councilmember <br />Musgrove stated that she appreciates the work City staff has done thus far and would like to see <br />more, therefore she will not be supporting this in order to see additional savings. Mayor <br />LeTourneau explained that once adopted the preliminary budget cannot be increased but can <br />continue to be decreased. <br /> <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Menth, Kuzma, and <br />Specht. Voting No: Councilmember Musgrove. <br /> <br />Mayor LeTourneau thanked everyone for the hard work that continues to be put into the budget <br />process and discussions. <br />7.02: Adopt Resolution #20-205 Approving Final Plat and Development Agreement for <br />Hampton Townhomes (formerly Odyssey Homes); Case of Platinum Land LLC <br /> <br />Deputy City Administrator Gladhill reviewed the staff report and recommendation from the <br />Planning Commission to approve this project. The City Council approved the Preliminary Plat for <br />this project and the contingencies of that approval have been addressed. This is the final step in <br />the platting process. <br /> <br />Mayor LeTourneau offered an opportunity for residents to speak. <br /> <br />th <br />Chad Lindgren, 5561 154 Circle NW, stated that he is happy to see that the turn lane has made it <br />into the final plat. He stated that his neighbor was involved in the recent accident, which was <br />severe. He stated that the timing of the turn lane will be a key component as work begins at that <br />site and vehicle traffic may slow down to look at that activity. He hoped that the turn lane would <br />be done in the beginning and not at the end, in order to provide safety to the resident that live in <br />that area. He asked what the construction hours would be and how long construction would take <br />on the project. He also asked where parking would occur for the construction vehicles. He stated <br />that he will also provide a list from another neighbor to staff. He hoped that Helium would not be <br />used for construction access onto the site. <br /> <br />Deputy City Administrator Gladhill stated that the turn lane is a required improvement and needs <br />to be completed prior to occupation of the homes. He recognized that it is a priority but noted that <br />it will still need to go through the County review process because it is a County road. He stated <br />that as they work through construction staging, they will address the timing of the turn lane as <br />well.
