<br />Councilmember Musgrove stated that she would be concerned with the construction traffic <br />impacting the value of that recently improved roadway. She stated that the County originally <br />provided four turn lane recommendations, which has been reduced to one turn lane. She believed <br />that this project would do better with two turn lanes. <br /> <br />Deputy City Administrator Gladhill stated that staff will work with the developer and can place <br />signage directing construction traffic and detouring construction traffic from using Helium. He <br />noted that the City holds a letter of credit that can be tied to any damage to public roads from <br />construction. He referenced the future corridor study for CR 5, noting that the County Engineer <br />has been looking to budget funds for the study. He noted that once the study is done it would <br />include an implementation plan. He stated that this project has been platted to provide the <br />necessary right-of-way that may be needed for future improvements. He noted that staff will <br />continue to work on planning level layouts with Anoka County. <br /> <br />Mayor LeTourneau stated that he is unsure of the concern related to the PIR fund and asked staff <br />to explain the purpose of the PIR fund. <br /> <br />Deputy City Administrator explained that the PIR fund is used for a variety of public <br />improvements, including roads, and provided examples of how the fund has been used in the past. <br />He stated that this is a legitimate use of the PIR fund as the turn lane has a broader improvement <br />than for only this project. He noted that the Planning Commission encouraged this improvement <br />but recommended that the City have a cost-share. He explained that for this amount, staff believed <br />that the internal funding would be the best option, saving the County HRA for the larger Puma <br />Street and Riverdale Drive improvements. <br /> <br />Mayor LeTourneau stated that Councilmember Musgrove made the comment that the PIR fund is <br />used to maintain streets, which is not the sole purpose of the fund. He stated that the road <br />maintenance program has a different funding source. <br /> <br />Councilmember Musgrove stated that in her opinion the HRA funds would be more appropriate <br />because this is a County road, whereas the PIR fund should be used for City roads. <br /> <br />Mayor LeTourneau commented that it would be an appropriate use of either fund. <br /> <br />Councilmember Specht asked for details on the HRA fund. <br /> <br />Deputy City Administrator Gladhill explained that the County has a Housing and Redevelopment <br />Authority, which has a levy for housing and redevelopment purposes. He stated that Ramsey <br />residents were levied for the Savannah Oaks Senior project, which has created a fund balance for <br />housing and redevelopment projects. He stated that the City does have to request the funds and <br />explained how those funds have been used in the past. <br /> <br />Councilmember Specht stated that it would makes sense to utilize the HRA funds if available.
