CC Regular Session 7, 5, <br />Meeting Date: 10/13/2020 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Select Public Advisory Committee Representative for Northwest Metro River Crossings Feasibility Analysis <br />Purpose/Background: <br />Purpose: <br />The purpose of this case it to select a representative for the Public Advisory Committee for the Northwest Metro <br />River Crossings Feasibility Analysis. <br />Background: <br />In 2019, the Minnesota Legislature appropriated funds to commence a study to evaluate a future surface <br />transportation bridge connecting the cities of Ramsey and Dayton. This study process is in the early stages of <br />development. <br />Bolton and Menk, on behalf of MnDOT, is seeking a Ramsey City Council member to serve on the Public <br />Advisory Committee (PAC) for the Northwest Metro River Crossings Feasibility Analysis. In summary, the PAC <br />will be composed of elected officials representing the various project partners. The purpose of the PAC is to review <br />and confirm key policy issues, strategies and consequences identified by the Technical Advisory Committee (TAC). <br />Up to three virtual PAC meetings are anticipated to be held during regular working hours between October 2020 and <br />March 2021. The first meeting will share the purpose of the study, and the findings from a context analysis of <br />previous studies and current plans and an Origin -Destination traffic study. The second meeting will consider <br />concepts and a cost -benefit analysis. The third and final meeting will consider recommendations, policies and next <br />steps. <br />To date there has been no direction on which days of the week the meetings will be held, or whether the meetings <br />will be held in the morning or afternoon. However, Staff recently learned that letters are expected to be submitted to <br />previously selected PAC members on Monday, October 12th, with a request for the PAC members to rank their <br />choices for the first meeting date and time using tentative meeting dates of Friday, October 23rd at either 10 am or <br />1 pm, or on Monday, October 26th at 10:30 am. <br />Notification: <br />Notifications are not required for this case. <br />Observations/Alternatives: <br />Alternatives: <br />Alternative #1 — Motion to select Ramsey City Council member <br />Advisory Committee for the Northwest Metro River Crossings Feasibility Analysis. <br />Alternative #2 — Motion of other. <br />to serve on the Public <br />Funding Source: <br />Meetings are proposed to be virtual so there will be no travel costs to attend the meetings. <br />
