Mr. Holasek inquired as to how property owners are supposed to know if they want to accept the City's offer if they don't know the appraised amount. City Attorney Goodrich explained that the City would make an offer in the amount of the appraised value once staff concludes which route the City will be taking. Mr. Holasek inquired if the City were to make an offer would it be the appraised amount. City Attorney Goodrich replied yes. Jeffrey Menth, 14726 Ramsey Boulevard NW, Ramsey, inquired if public input would be taken during Case #3. Mayor Gamec replied yes. APPROVEAGENDA City Administrator Norman noted that Consent Case #11' Adopt Resolution Approving Appraisal for Acquisition of MPCA Parcel of Land, should be added to the Consent Agenda. Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to approve the agenda as amended. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, and Zimmerman. Voting No: None. CONSENT AGENDA Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to approve the following items on the Consent Agenda: 1) Receive Report from Ramsey Police Department - February 2001 2) Note the Following Committee Meeting Minutes a) Planning Commission/Regular/March 6, 2001 3) Adopt Resolution #01-03-158 Approving Cash Disbursements Made and Authorizing Payment of Accounts Payable Invoicing Received During the Period of March 3, 2001 through March 16, 2001 4) Adopt Resolution #01-03-159 Calling for a Public Hearing for 7:00 p.m. Tuesday, April 24, 2001 on the Proposed Adoption of an Amendment to the Tax Increment Financing Plan for Tax Increment Financing District No. 2 within Development District No. 1, the Proposed Adoption of a Modification to the Development Program for Development District No. 1 City Council/March 27, 2001 Page 3 of 22
