have already been created, such as parks, trails, housing, and <br /> utilities? <br /> • How will Ramsey3 influence the nature of public participation in <br /> the process of updating the Comprehensive Plan? <br /> The process for updating the Comprehensive Plan must be prepared to <br /> seize the momentum and direction from Ramsey3. Unfortunately,at this <br /> time,we lack the knowledge to define specific tasks,assign staff hours to <br /> these tasks and create a budget for performing this work. Instead, the <br /> HKGi proposal allocates time to broad work areas that can be molded <br /> when the results of Ramsey3 are known. This approach provides the City <br /> with budget certainty and the ability to make best use of the Ramsey3 <br /> outcomes. <br /> Land Use <br /> HKGi is uniquely familiar with the land use issues that must be addressed <br /> in Ramsey. In 2005,we began a process that created a series of land use <br /> alternatives that could have served as the start for the Comprehensive <br /> Plan update. At that time a citizen's group introduced a new concept for <br /> how to plan neighborhoods as Ramsey grows. More recently,the Central <br /> Rural Reserve Study describes the complexity of managing existing and <br /> new development in unsewered neighborhoods. The continued evolution <br /> of the Town Center will be a focal point of the Comprehensive Plan.While <br /> Ramsey3 will create a vision for the future, it is unlikely to address the <br /> technical issues required for the Comprehensive Plan. These factors show <br /> that Ramsey is not a single,homogenous place,but a series of connected <br /> areas.Each area has its own set of future land use issues.The Comprehensive <br /> Plan update must provide the vehicle to address these issues and weave the <br /> results into a coherent plan for the entire community. <br /> Transportation <br /> Our work in Ramsey clearly illustrates the interrelationships between <br /> land use and transportation. <br /> • A new bridge over the Mississippi River faces an uncertain future, <br /> yet creates profound implications for the Comprehensive Plan. A <br /> critical factor in the Comprehensive Plan will be the decision to <br /> plan for the bridge, the supporting road system and the related <br /> land uses.
