4, 11 <br /> 3.3 Planning Team Summary <br /> Dave Hagen,M.A.,AICP <br /> Senior Planner <br /> Mr. Hagen has served as Community Development Director in the cities of St. Louis Park and <br /> Robbinsdale, and as City Planner in the cities of Worthington and Morris. He has 25 years of <br /> experience in this field and his areas of expertise include downtown redevelopment, preparation <br /> and implementation of zoning ordinances and comprehensive land-use plans. He has led cities <br /> through the process of visioning their future and is an expert in economic development and park <br /> planning. <br /> Jared Andrews,AICP <br /> Senior Planner <br /> Mr. Andrews has been working as a professional in the planning and land-use development field for <br /> 12 years. Much of his experience has been facilitating development review processes of rapidly <br /> growing communities as well as coordinating the development of comprehensive plans and zoning <br /> ordinances. Areas of expertise include zoning and land-use planning, park and trail design planning <br /> as well as ordinance development and administration. <br /> Tom Loucks, President <br /> .- Principal Planner <br /> Mr. Loucks brings 30 years of land-use planning experience to the team. Prior to establishing his <br /> own company in 1976, he served as assistant planner in Edina, Minnesota; administrative assistant to <br /> the city manager in Brooklyn Center, Minnesota; and as a principal planner and corporate director <br /> for a consulting firm in the Twin Cities. Mr. Loucks' particular areas of expertise include <br /> comprehensive land-use plans, zoning ordinances, park master plans, environmental assessments, <br /> large-scale site development projects and highest-and-best-use analysis. He is a skilled <br /> communicator and group facilitator. Mr. Loucks has also been called upon for expert testimony in <br /> condemnation proceedings. His testimony and related preparation have been used to assess land-use <br /> impacts of public and private development projects. <br /> 3.4 Other Key Personnel <br /> Michelle Chard <br /> GIS Specialist <br /> ,.� Ms. Chard provides expertise and coordinates Geographical Information Systems (GIS) and <br /> Computer Aided Drafting (CAD) efforts for many projects and applications. Her expertise with the <br /> ArcView, ArcCAD and AutoCAD applications have provided state-of-the-art mapping support to <br /> _ our staff for a wide variety of projects including zoning maps, comprehensive land-use studies, <br /> environmental site evaluations, condemnation cases and archaeological surveys. <br /> 3.5 Resumes <br /> The resumes of the key planning team members are provided in the appendix.
