NAC h' <br /> ( r u/ m . <br /> RAN SFY <br /> DETAILED APPROACH TO THE <br /> SCOPE OF SERVICES <br /> PROJECT UNDERSTANDING <br /> For many years, Ramsey developed as an area of moderately sized rural lots, a great number of which were <br /> created in the range of 1 to 2.5 acres is size. As public sanitary sewer systems became available to the <br /> ^ area, more urbanized land uses were introduced, particularly along the Trunk Highway 10 corridor <br /> extending west from Anoka. Inevitably,the urban and rural areas have come into conflict, directly— <br /> neighborhood to neighborhood—and indirectly—as traffic increases throughout the community. <br /> ,•� To combat the need for the growing residential base <br /> to travel outside its boundaries for most of its daily <br /> needs,the City embarked upon the creation of a new . <br /> mixed-use development project known as Ramsey T <br /> ,.� Town Center. The vision behind Town Center is the <br /> establishment of an authentic downtown, with a full <br /> complement of goods and services meeting the needs <br /> of local residents, as well as providing a significant <br /> local base of employment opportunities. The Town <br /> Center project has been designed to serve as a <br /> recognizable downtown would in a more traditional <br /> setting, with a walkable environment both within the <br /> Town Center itself, as well as efficient vehicular and <br /> pedestrian connections to the rest of the community. <br /> The Ramsey Town Center concept also looks outward <br /> —addressing the question of how the community as a <br /> whole will be connected to the rest of the Twin Cities <br /> metropolitan region and beyond. Provisions for transit <br /> opportunities, such as the Northstar coach(and rail) <br /> plans, are built into the project concept. Nonetheless, <br /> transportation issues abound. The City has been <br /> participating with neighboring jurisdictions in the <br /> study of Trunk Highway 47,and a major upgrade to <br /> Highway 10 is in the works. How will these and other <br /> transportation issues interact with the City's growth <br /> �-. <br /> expectations over the next twenty years?
