Staff members, as outlined in the organizational chart,will be available for this project. Should <br /> additional staff be required, we will utilize the capabilities of other professional and technical staff <br /> members at the approval of the City. <br /> FIRM BACKGROUNDS <br /> Northwest Associated Consultants,Inc. (NAC)will be the lead firm for the 2008 Comprehensive Plan <br /> given the planning emphasis of the project. NAC is a community planning consulting firm that has been <br /> serving local governments throughout the Upper Midwest for over 30 years. During this time,NAC has <br /> assisted over 130 clients with comprehensive planning and related projects, ordinance preparation, private <br /> development project review, facilities planning(such as parks and trails,public facilities,transportation <br /> and utilities)and specific area land use studies. Additionally,NAC serves as planning staff for the <br /> majority of our client communities, which gives NAC an important understanding and perspective with <br /> regards to the realistic implementation of community policies, plans,regulations and guidelines to achieve <br /> ,.� desired results.NAC currently staffs thirteen planners,two of which are Principal owners of the firm. <br /> .-. Our approach to each new project is to promote public participation in the identification of issues,and <br /> formulate recommendations and policies geared toward implementing desired actions. We believe that the <br /> role of our consultant team in this planning process is to help the community and its various stakeholders <br /> understand their options, establish their unique goals and objectives and implement feasible strategies <br /> designed to achieve those goals. Plans such as those which are to be developed through this project for the <br /> City of Ramsey are more effective when the stakeholders have set the agenda for the project entitling them <br /> to a sense of ownership in the plan and its outcomes. <br /> Bolton & Menk, Inc. was founded in 1949 by John Bolton and Martin C. Menk,Jr. The firm was <br /> incorporated in 1960, and is owned and operated exclusively by the professionals and technicians on the <br /> staff. Today,Bolton&Menk, Inc. has nearly 300 employees including a professional staff of over 100 <br /> engineers and land surveyors. The firm maintains three full service offices in the Twin Cites Metropolitan <br /> �. area: Ramsey(9 employees), Chaska(29 employees)and Burnsville(53 employees), and five other offices <br /> located in Mankato(corporate office location), Sleepy Eye, Fairmont and Willmar, Minnesota and Ames, <br /> Iowa. <br /> Bolton&Menk,Inc. is a regional consulting engineering firm specializing in the following areas of <br /> professional services: Transportation Planning and Engineering; Municipal, Water Resources, and <br /> Environmental Engineering; and Surveying& Mapping. <br /> As an experienced and diversified firm, Bolton&Menk offers a broad range of transportation planning, <br /> operations,design and project management services.
