Lane and then "T" into Cobalt Street; and Cobalt Street will extend north to 153~a Avenue NW. <br />Per the Council's recommendation at the time of preliminary plat review on February 13, 2001, <br />the conversion of Cobalt Street NW from a private drive through Bill's Superette site into a <br />dedicated public street has been included in the final plat. Also in accordance with the <br />recommendations of the City Council, the Rademacher property (site of Bill's Superette) has <br />been incorporated into the plat. The previously proposed outlot has been eliminated and access <br />rights along T.H. #47 are being dedicated. Sidewalks will be constructed on the interior streets. <br />The street and utility plans have been submitted to the City Engineer for review. All required <br />drainage and utility easements are provided on the proposed final plat. The Park Commission <br />recommended that the City receive a cash payment to satisfy park dedication requirements. <br /> <br />Councilmember Anderson inquired if there will be an association. <br /> <br />Mike Schneider, Homestead Multi-Family Development, replied yes. <br /> <br />Councilmember Anderson inquired if the Developer was responsible for forming the association <br />and how buyers are made aware of the association requirements. <br /> <br />Mr. Schneider explained that there is a disclosure that is given to prospective buyers before they <br />enter into a purchase agreement to review whatever governs the association and then a buyer is <br />given ten days to review that information. <br /> <br />Steve Slettner, TEC Design, stated that the Real Estate Agent that will be handling the sales of <br />the homes has been doing townhome projects in the metro area and is very familiar with what <br />people need to be told regarding association living. <br /> <br />Councilmember Zimmerman inquired if the holding pond will assist the City with the drainage <br />problem on Barium Street. <br /> <br />City Engineer Olson replied yes. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to adopt Resolution #01-04- <br />173 to approve the final plat for Orchard Hill Townhomes contingent upon compliance with the <br />City Staff Review letter dated April 4, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, and <br />Zimmerman. Voting No: Councilmember Hendriksen. <br /> <br />Case #2: <br /> <br />Authorize Contract for Project Management Services for City Hall <br />Expansion Project <br /> <br />City Administrator Norman stated that the City Council authorized a space needs analysis of City <br />Hall in 1998, by utilizing the services of Boarman, Kroos, Pfister, Rudin & Associates, Inc. <br /> <br />City Council/April 10, 2001 <br /> Page 6 of 18 <br /> <br /> <br />
