There will be less surface coverage with the <br />redevelopment plan then it is with the used car lot. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #01-04-190 <br />granting final plat approval of Sunfish Commons contingent upon compliance with City staff <br />review letter dated March 29, 2001. <br /> <br />Further discussion: Councilmember Zimmerman inquired in regards to the proposed access from <br />Highway #10 and the recommendation of MnDOT. Community Development Director Frolik <br />explained that the developer originally had two accesses proposed from Highway #10, but the <br />preliminary recommendation from MnDOT was that there should only be one access from <br />Highway #10 so the plat was amended. Councilmember Hendriksen questioned the location of <br />the frontage road. City Engineer Olson replied that the Council could make their approval <br />contingent upon verifying that the frontage road is located as indicated in the Highway #10 <br />corridor study. In regards to the Highway #10 access, MnDOT has requested that the access be <br />limited to a single right-in/right-out. Councilmember Hendriksen inquired if the developer <br />would be willing to eliminate access from Highway #10 once the frontage road is created. Jim <br />Winkel replied that he did not think so, because the property would function better with a right-in <br />right-out onto Highway #10. Ed Hamilton, 6615 Highway #10, Ramsey, inquired if the service <br />road is proposed to be in the back of the property. Mayor Gamec reviewed the layout of the <br />frontage road. Mr. Hamilton inquired as to what the City's policy is regarding extending City <br />sewer and water to the property line. City Engineer Olson explained that generally the developer <br />is asked to extend City sewer and water to the property line, which will be done in this case when <br />the frontage road is constructed. If it is obvious that development is going to occur to the next <br />adjacent property then the City would request that the services be extended. Councilmember <br />Hendriksen inquired if the storm drainage plan will be designed to facilitate extending storm <br />water to the west at such time the service road goes in. City Engineer Olson replied that the <br />system should be designed to handle storm sewer to the west, and the overflow should be sized <br />to accommodate the additional run off. Mr. Winkel stated that he did not think that they should <br />have to pay for the drainage problems from other properties, but sizing is not a significant <br />change. Councilmember Hendriksen stated that even if the City were to pick up the cost for over <br />sizing the pipe, he would like to see that included in the agreement. Mr. Winkel replied that he <br />would be willing to include the over sizing of the pipe into the agreement. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #6: Request for Site Plan Review; Case of Sunfish Commons Retail Center <br /> <br />Community Development Director Frolik stated that Sunfish Properties, L.L.C. is proposing to <br />redevelop the property located at the northeast comer of the intersection of State Highway #10 <br />and CSAH #57 (Sunfish Lake Boulevard). McKay Auto Sales currently operates from the site. <br />Sunfish Properties is proposing to redevelop part of the property as a retail center.
