The Metropolitan
Council Board considered the Ramsey Plan in full session on March 28, 2001, and the Plan was
approved. During the Metropolitan Council meeting of March 28, 2001, the Metropolitan
Council found that the Ramsey Comprehensive Plan met all Metropolitan Land Planning Act
requirements for 1998 Plan updates, and is in conformity with the 2020 regional system plans for
aviation, recreation open space, transportation and water resources management plant and is
generally consistent with the Regional Blueprint policies. In a letter from Metropolitan Council
Chairperson Ted Mondale to the City, Mondale stated that the "City's plan provides an excellent
opportunity for mixed-use development within the current and proposed urban area that could
enhance the effectiveness of the proposed Northstar Commuter Rail." With the Comprehensive
Plan returned to the City for final consideration, the City would be required to hold a public
hearing in order to amend any official, local controls in order to implement the Comprehensive
Plan and Critical Area Plan. The appropriate action at this point would be for the Council to
refer the Comprehensive Plan to the Planning Commission for a public hearing.

Alena Hunter, 14628 Helium Street NW, Ramsey, stated that she wanted to address two issues.
One of the things that appear to be the largest contention is density transition. She wanted to
stop any rumors that those residents that have been petitioning regarding bridge and town center
are not opposed to density transition in the City. What they are opposed to is the Council taking
action that would ultimately lead to another court battle regarding land use. They all agree that

City Council/April 24, 2001
