Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to close the <br />public hearing. <br /> <br />Motion carried. Voting No: None. <br /> <br />The public hearing closed at 7:13 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:13 p.m. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to adopt Resolution #01-04- <br />186 approving the modification to the Development program for Development District No. 1 and <br />approving the amendment to the Tax Increment Financing Plan for Tax Increment Financing <br />District No. 2 within Development District No. 1. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #1 a: City of Ramsey Comprehensive Plan <br /> <br />City Administrator Norman stated that the City Council made a final submission of the Ramsey <br />2020 Comprehensive Plan during the Council meeting of March 13, 2001. The Metropolitan <br />Council Board considered the Ramsey Plan in full session on March 28, 2001, and the Plan was <br />approved. During the Metropolitan Council meeting of March 28, 2001, the Metropolitan <br />Council found that the Ramsey Comprehensive Plan met all Metropolitan Land Planning Act <br />requirements for 1998 Plan updates, and is in conformity with the 2020 regional system plans for <br />aviation, recreation open space, transportation and water resources management plant and is <br />generally consistent with the Regional Blueprint policies. In a letter from Metropolitan Council <br />Chairperson Ted Mondale to the City, Mondale stated that the "City's plan provides an excellent <br />opportunity for mixed-use development within the current and proposed urban area that could <br />enhance the effectiveness of the proposed Northstar Commuter Rail." With the Comprehensive <br />Plan returned to the City for final consideration, the City would be required to hold a public <br />hearing in order to amend any official, local controls in order to implement the Comprehensive <br />Plan and Critical Area Plan. The appropriate action at this point would be for the Council to <br />refer the Comprehensive Plan to the Planning Commission for a public hearing. <br /> <br />Alena Hunter, 14628 Helium Street NW, Ramsey, stated that she wanted to address two issues. <br />One of the things that appear to be the largest contention is density transition. She wanted to <br />stop any rumors that those residents that have been petitioning regarding bridge and town center <br />are not opposed to density transition in the City. What they are opposed to is the Council taking <br />action that would ultimately lead to another court battle regarding land use.
