Couneilmember Hendrikgen stated that the Comprehensive Plan he viewed stated that the City is <br />going to designate a central planning area and that the City is required by the agreement to <br />submit a sewer extension plan. In the minutes from the Met Council meeting, it indicates that the <br />Met Council wants the City of Ramsey to connect all residents within the MUSA to City sewer <br />and water if it is placed in front of their property. <br /> <br />Councilmember Zimmerman stated that the central planning area would require financial <br />obligations for residents in certain areas to hook up to City sewer and water. <br /> <br />Mayor Gamec replied that if City sewer and water is not in a neighborhood he would not vote in <br />favor of extending it unless everyone impacted would agree. The only people that can force the <br />extension of City sewer and water is the City Council. <br /> <br />Councilmember Hendriksen replied that if it is stated in the Comprehensive Plan and the Plan is <br />approved and the City does not comply with what has been stated in the Plan, then a developer <br />can force the City to do what has been stated. <br /> <br />Mayor Gamec stated that he would guarantee that he would not extend City sewer and water to <br />any neighborhood without their support in doing so. <br /> <br />Councihnember Hendriksen inquired if the Mayor would vote to remove such a requirement <br />from the Comprehensive Plan. <br /> <br />Mayor Gamec replied that if anyone wanted to force sewer and water on the residents he would <br />fight it "tooth and nail". <br /> <br />Councilmember Zimmerman stated that last year the Mayor said he would vote for density <br />transition which he did not. <br /> <br />John Enstrom, 8702 - 181st Avenue NW, Ramsey, stated that he has been a resident of Ramsey <br />for 25 years and has attended a lot of City meetings. He was involved during the entire <br />Comprehensive Plan process which involved a lot of citizen input and there have been changes to <br />the plan since that time. One of those changes has to do with the elimination of the four in forty <br />requirement, which he felt was a very good change. He stated that he currently is not trying to <br />develop his property, but he does not want his property to be devalued because of the four in <br />forty requirement. Developments in the City should be done with good zoning, good thought <br />and good mentality. He thinks the City should look at what is good for the entire City not just in <br />one backyard neighborhood. He stated that everyone has to work together and would like to see <br />the Council work together on getting the Plan approved. <br /> <br />Councilmember Hendriksen stated that he likes the idea of removing the four in forty <br />requirement as well, but if that is not done it would not be because of anything the five <br />Councilmembers would want to place the restriction on, but would be done by the Met Council. <br /> <br />City Council/April 24, 2001 <br /> Page 8 of 27 <br /> <br /> <br />
