Mayor Gamee stated that he has had some serious concerns over the past operations, but he has <br />noticed some clean-up taking place on the site. <br /> <br />Jeff Schott, St. Paul Terminals, stated that their intentions were to purchase the property and <br />clean up the property prior to redevelopment discussion. He explained that they have been <br />working with staff members on the possibility of constructing a 40,000 square foot completely <br />indoor facility. <br /> <br />Councilmember Anderson inquired if the Councilmembers could view some of their other sites. <br /> <br />Mr. Schott replied yes. <br /> <br />Community Development Director Frolik noted that she had talked to Anoka County <br />Environmental about the site and the County has a new, stepped-up, used oil generator program <br />and they say that Danny's site is the most improved site in the County since the implementation <br />of the program. <br /> <br />Councilmember Anderson stated that St. Paul's Terminal would be better of if the City did not <br />reassign the existing conditional use permit, but draft a new permit. She did not think that it was <br />fair to hold Mr. Schott responsible for the "sins" of his predecessor. <br /> <br />Mr. Schott replied that they need to have the conditional use permit reassigned in order to move <br />ahead with the purchase agreement. After the terms of the sale are met than they would be <br />willing to come in for a new conditional use permit. <br /> <br />City Attorney Goodrich noted that the City has no responsibility to reassign the conditional use <br />permit and then the permit would stay in affect on the land as long as the conditions are met. <br /> <br />Councilmember Hendriksen stated that according to St. Paul Terminals business card it appears <br />as if their proposed use for the site goes beyond the scope of the existing conditional use permit. <br /> <br />Councilmember Zimmerman inquired if it was possible to upgrade the existing conditional use <br />permit. <br /> <br />City Attorney Goodrich replied that the conditional use permit could be modified, but any <br />changes would require a public hearing. <br /> <br />Councilmember Hendriksen stated that they should be terminating the original conditional use <br />permit for the site and then St. Paul Terminals should apply for their own conditional use permit <br />so that the Council would know what they intend on doing with the site. <br /> <br />Councilmember Kurak inquired if it was possible to amend the existing conditional use permit <br />and it a time limit could be placed on a conditional use permit. <br /> <br />City Council/May 8, 2001 <br />Page 10 of 22 <br /> <br /> <br />
