Assistant Community Development Director Frolik noted that many of the lots will not develop
tmtit sewer and water is available.

(;om missioner Johnson stated the concept behind the cluster is more or less for the benefit of the
City, not the developer. He indicated he does not recall that they discussed density transitioning
at that time, but if they do not have some flexibility they are saying these developers have to
develop in the ~niddle of their property.

,(iommi:~sioner Brauer stated he does not think that is what they are saying. He thinks there are
~lternatives.

Clmirpcrson Nixt stated if you look at the topography on this site, Lots 6, 7 and 8 provide a
r~atural buffer, as does 9, so only Lots 1~5 need buffering, which should not put too much
hardship on the developer.

Corn mis~;ioner Johnson stated the other option is to go to Lots 35, 36 and 37 now where there are
no der~sity issues.

Mt'. Stradlund stated Lots 4 and 5 are wooded, so buffering would require adding more trees to
Ix)ts 1, 2 and 3.

Commissioner Brauer asked if putting the septic system on the property line make it a liability
i:~st.tc.

Associate Planner Wald stated it is 100% on this property.

Mr. Stradlund explained that the reason for putting it in this location is the soil, and it is higher
ground. I-[e stated it would be like a normal trench system.

Chairperson Nixt stated he does not see any proposed access for servicing the area, and asked ifa
road would be stubbed in.

Mr. Stradlund stated he could do that if needed.

Chairperson Nixt indicated something would be needed. He asked who would provide
comments on this type of system for preliminary plat, since the Planning Commission is not
/tm i liar with thc set-up or the impact it may have on the neighboringproperties.

A.~;soc i ate Planner Wald stated the Engineering Department will provide a detailed review during
prelim inary plat.

Chairperson Nixt indicated he would be looking for comments that a septic system this size
would only impact this site.

Planning Commission/May 5, 2005

P31
