Councilmember Elvig concurred.

Mayor Gamec noted the consensus of the Council is to eliminate the Planning Commission
2-;uggcstion of the sidewalk intersecting the driveways.

(',otmcihnember Jeffrey asked if there would be a pedestrian connection point next to Unit 17 to
m. irror thc connection by Unit 18.

C{,nmtmity Development Director Trudgeon replied this would make sense and can be looked
a!.

(;ouncilmember Stromxnen expressed concern that the access that would go down to Ramsey
Parkway would encourage people to cross Ramsey parkway away from the corner to get to the
~-;woosh park. She suggested looking into a pedestrian crosswalk across Ramsey Parkway at the
point of the pedestrian connection.

A~;sistant Public Works Director Olson indicated staff can look at that possibility.

Councilmember Cook commended the developer on the different facials on the buildings with
thc diversity and the different colors.

Public Works Director Kapler indicated he would like it to be on record that more detail is
needed about the infiltration basins. He expressed concern if the landscaping will require any
type ol' burning as part of the maintenance.

consensus of the Council was that staff should draft a policy prohibiting burning in the
rcsktcntial area of Town Center.

Assistant Public Works Director Olson advised the D.R. Horton first phase included rain gardens
that thc Council approved, which would test the effect of rain gardens. Staff was informed the
plants in these areas would be a water resistant material that could have the character of more of
;~ t]owering type plant.

Counciinmmber Elvig noted the Council had discussed the rain gardens being of questionable
ct"t'cct. The determination had been to try some out, but not to adopt rain gardens as an overall
plan li)r the Town Center. He asked how many rain gardens are currently in effect in the Town
Center area.

Assistant Public Works Director Olson replied the rain garden in D.R. Horton's first phase was
.¢radcd but does not have established plant growth yet..

(;~,uncihnember Elvig stressed the need for the City to monitor the rain gardens and their
cf~'ectiveness.

City Council/April 26, 2005

P59
