Voting No: None.

Ct,.se # 12: Approve Contract for Design of Trunk Highway 10 Interchanges

/\ssistant l>ublic Works Director Olson reviewed that the City has been working with MnDOT to
plan fi>r the future upgrade of Trunk Highway 10 to a freeway. The City entered into an
:~grcement with Mi]DOT in November 2004 for cost sharing of design fees on the interchanges.
MnDOT will administer federal funds that will cover 80%~ up to $188,083.27, of the design fees.
'lhe City portion is 20%, which is $47,020.93. He explained requests for proposals were sent to
qualified consultants in December 2004. Proposals were received from two teams. The
im>posats were evaluated based on qualifications in FebrUary 2005. The evaluation team
included stat% a representative from Anoka County Highway Department and a representative
I?~>m MnDOT. The evaluation team determined that the team comprised of The Tinklenberg
(iroup, SEll and Rani Engineering submitted the more responsive proposal. Staff has been
intbrmed that the City will have the ability to receive $200,000 in funding. The recommended
motiot~ is to approve the contract with The Tinklenberg Group, SEH and Rani Engineering for
preliminary design of the Trunk Highway 10 interchanges, for a not to exceed amount of
$250,000, of which the City will be responsible for $50,000.

(;ouncilmember Elvig asked what the goal is of this design.

Assistant Public Works Director Olson replied the RFP stated that there is $250,000 available,
and requested the bidders inform them what would be done with that amount of money. This is
not normally something that is done in proposals, but it was well accepted by Anoka County and
MnDO'l'. The proposal from the team of Tinklenberg Group, SEH and Rani Engineering will
include conceptual sketches of all three interchanges and will gather input from affected
residents. They will have public meetings prior to getting to the official mapping stage. This
will provide thc City with almost everything except official mapping. He explained the City
ah'early has official mapping on Highway 10, but not on the interchanges. There is a proposal
i-?om Bolton and Menk to forward with official mapping, which is in the $28,000 range.

C~)unci Imember Elvig asked what fund would be utilized for this.

Assistant Public Works Director Olson replied the capital improvement revolving fund would be
L1SC~].

M{>tion by Councilmember Cook, seconded by Councilmember Elvig, to approve the contract
with Th~.: Tinklenberg Group, SEH and Rani Engineering for preliminary design of the Trunk
!lighway 10 interchanges, for a not to exceed amount of $250,000, of which the City will be
responsible for $50,000.

City Council/May 10, 2005

P89
